Otwarcie ofert następuje poprzez użycie aplikacji do szyfrowania ofert dostępnej w systemie miniPortal i dokonywane jest poprzez odszyfrowanie i otwarcie ofert za pomocą klucza prywatnego. Otwarcie ofert przeprowadzane zgodnie z art. 86 ustawy Prawo zamówień publicznych. W siedzibie Zamawiającego obowiązuje system kontroli wejść – wstęp na teren po pokazaniu dokumentu mogącego ustalić tożsamość.
