Review of Consequences for Users of Post Distribution 1 Day a Week to Postboxes and Post Distribution 2,5 Days a Week to Collection Points
The aim of the procurement is to contribute to getting a good knowledge basis for assessments of future changes to the post sector.
The assignments consist of 2 parts, which will each make up approx. half of the assignment. The final deadlines will be determined as agreed, but part 1 must be carried out and completed by the end of February, whilst part 2 must be completed by the end of April. The 2 parts are expected to require some experience and competence. Analysis milieu are encouraged to cooperate.
The contracting authority reserves the right to award a joint contract that covers both subcontracts to 1 tenderer. This applies even if the tenderer has not submitted the best tender for each lot, but when the total tender from this tenderer, when seen as a whole, fulfils the award criteria better, cf. the Public Procurement Regulations §19-4 (5).

Prepare, carry out, compare and summarise the results from 1 or more questionnaires in order to highlight the consequences for various users of post distribution 1 day a week to postboxes and 2,5 days a week to collection points.

Hold Qualitative Interviews with Representatives for Various Types of Users
Hold qualitative interviews with representatives for various types of users. Use this data, as well as the quantitative data obtained via the questionnaire(s) in part 1 to identify and describe the consequences of post distribution 1 day a week to postboxes and 2,5 days a week to collection points for various types of users, as well as make an assessment of the projection of government procurements of post services resulting from the 2 service levels.
Apartado III: Información de carácter jurídico, económico, financiero y técnico
Requirements: the tenderer shall be a legally established company.
— Norwegian tenderers: company registration certificate,
— foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: paid taxes and duties.
Norwegian tenderers: a certificate, not older than 6 months, verifying that the tenderer has fulfilled the tax, employer contribution and VAT payment obligations.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
