Neutral Vendor/Managed Service Provider for the Supply of Multi Specialism Services Frameworks
AEC seeks to establish a framework contract for an organisation capable of acting in the capacity of either a neutral vendor or managed service provider (either not actually providing the multi specialism requirements in their own right, or having the option of providing such services themselves on either a direct call off basis or further competition basis too,) to contracting authorities by means of managing the procurement and award selection process by their own methods themselves or in conjunction with the contracting authorities which would be fully compliant with the protocols, standing financial instructions, UK/EU legislation that the contracting authorities would either operate on or approve, if they were conducting the procurement exercise themselves, (and may choose to do so themselves,) and upon selection, manage the contractual arrangements between service provider and the contracting authority.

It is anticipated that this Framework Contract may be utilised by Contracting Authorities, as part of a Call-Off Contract, for externally funded projects including European Funding bodies.
The framework will be freely accessible to any contracting authority (or any organisation which fits the criteria of a contracting authority under the definitions contained within Regulation 2 of the Public Contract Regulations 2015 (PCR 2015)), including any third sector/voluntary organisations, within any territory of the United Kingdom.

The Framework Contract is anticipated to exceed 48 months in duration. This is due to the commercial and contractual complexity of the Framework Contract combined with the cost of administrating the procurement for the successfully awarded single operator, Contracting Authorities, Tenderers and impacted Supply Chains and Logistical considerations.
Apartado VI: Información complementaria
3 months prior to the initial framework contract expiry date or 3 months before the end of any extension period.
AEC intends to make the resulting agreement available for use by itself and any of its related sites and clientele, all contracting authorities throughout all administrative regions of the UK (as defined by the Public Contracts Regulations 2015) including but not limited to government departments and their agencies, non-departmental public bodies, central government, NHS bodies, local authorities, emergency services, coastguard emergency services, educational establishments, registered social landlords and registered charities who have a need to purchase services.
All contracting authorities as defined in Regulation 2 of the Public Contracts Regulations 2015.
