Acord –cadru de furnizare şi distribuţie a fructelor, legumelor, laptelui şi produselor lactate şi produselor de panificaţie elevilor din învăţământul primar şi gimnazial de stat şi privat, precum şi preşcolarilor din grădiniţele de stat şi private cu program normal de 4 ore, pentru anii 2018-2022, in conformitate cu HG nr. 640/2017 pentru aprobarea Programului pentru şcoli al României în perioada 2017-2023 şi pentru stabilirea bugetului pentru implementarea acestuia în anul şcolar 2017-2018. Produsele sunt împărţite în 3 loturi: Lotul 1 Fructe şi legume, Lotul 2 Lapte şi produse lactate şi Lotul 3 Produse de panificaţie, aceste produse urmând a fi furnizate în baza contractelor subsecvente ce se vor încheia anual. Acordul-cadru va cuprinde câte 3 contracte subsecvente pe an pentru fiecare tip de produse (panificaţie, lactate şi legume/fructe) pe întreaga perioadă a acordului-cadru de 4 ani, conform cerinţelor descrise în Caietul de sarcini. Frecventa incheierii contractelor subsecvente: contracte anuale pe perioada fiecarui an scolar. Calendarul estimativ nu constituie angajament ferm din partea autoritatii contractante cu privire la datele preconizate pentru aplicarea procedurii de atribuire, sens in care datele propuse reprezinta intentia autoritatii contractante, pornind de la ipoteza de lucru ca nu vor aparea evenimente/circumstante imprevizibile care nu au putut fi luate in considerare la momentul initierii procedurii de atribuire, respectiv vor fi asigurate şi resursele financiare necesare.

Valoarea celui mai mare contract subsecvent:

- Fructe şi legume: 3.184.421,28 lei

- Produse lactate: 7.005.726,83 lei

- Produse de panificaţie: 7.474.024,07 lei

Notă: Estimările cantităţilor minime şi maxime care ar putea fi solicitate pe întreaga perioadă a acordului-cadru şi a celor care ar putea face obiectul unui singur contract subsecvent dintre cele care urmează să fie atribuite pe durata acordului-cadru, se regăsesc în anexele la caietele de sarcini. Acestea se vor actualiza în funcţie de prezenţa la cursuri a beneficiarilor de produse pe categorii de elevi din scoli şi grădiniţe.

Orice operator economic are dreptul de a solicita clarificari sau informații suplimentare, semnate cu semnatura electronică extinsa, numai prin SICAP, cu 20 zile inainte de data limită de depunere a ofertelor, conf art. 160 alin. (1) si (2) din Legea 98/2016. In masura in care solicitarea de clarificari sau informațiile suplimentare au fost adresate in termenul prevazut anterior, răspunsurile Autoritatii contractante vor fi publicate in SICAP cu 10 zile inainte de data limită de depunere a ofertelor, conf art. 161 alin. (1) din Legea 98/2016, Autoritatea contractanta urmand sa nu dea curs solicitărilor adresate prin altă modalitate de comunicare sau alt termen decat cel stabilit.

Cantitatea minima acord-cadru = 28.925.160 portii/elevi/prescolari; Cantitatea maxima acord-cadru = 34.710.192 portii/elevi/prescolari.
