Alvorens de aanbestedende dienst voornemens is te starten met een nieuwe aanbesteding op het gebied van eindejaarsgeschenken, heeft de aanbestedende dienst de behoefte aan uitgebreidere marktinformatie om te komen tot de juiste uitvraag van de opdracht.

Voor de aanbestedende dienst is het van belang dat de toekomstige dienstverlener een groot, gevarieerd, kwalitatief en representatief assortiment landelijk kan leveren tegen een constante kwaliteit en prijs. Hierbij gaat de voorkeur uit naar een jaarlijks wisselend en vernieuwend assortiment. Daarnaast hecht de aanbestedende dienst waarde aan duurzaamheid op sociaal- en milieuvlak, dit geldt zowel voor het product als voor de dienstverlening.
