II.1.4)Short description:

De stad Diest is eigenaar van een site van ±2,50 ha, gelegen midden in de dorpskern van Deurne. Deze site ligt volgens het gewestplan deels in recreatie- en deels in woongebied en vormt het centrum van het verenigingsleven in deze deelgemeente.

Ze huisvest de gemeentelijke basisschool (GBS), de buitenschoolse kinderopvang (BKO) en het ontmoetingscentrum (SOK) van Deurne, evenals de voetbalterreinen en -kantine van SK Deurne.

De huidige infrastructuur is dermate verouderd en voldoet niet langer aan de huidige noden. Bovendien is het ruimtegebruik niet efficiënt en de ontsluiting niet optimaal. Op basis van een vooronderzoek, georganiseerd vanuit het ontmoetingscentrum, en diverse gesprekken met de gebruikers maakte Atelier Romain in 2019 in opdracht van de stad Diest een ontwerp op voor de herinrichting van de site. Dit inrichtingsplan maakt integraal deel uit van onderhavig bestek.

Bij de herinrichting wordt volledig tabula rasa gemaakt van de huidige site. Alle bestaande gebouwen worden in fasen gesloopt en maken plaats voor nieuwe hedendaagse gebouwen. Ook de voetbalterreinen worden verplaatst en vernieuwd. Er werd een bijkomend perceel aangekocht teneinde een parking te kunnen realiseren.

Het doel is om dit project in samenwerking met een private partner te realiseren (PPS). Om het aantrekkelijker te maken voor een private partner werd de mogelijkheid voorzien om bovenop de school appartementen te realiseren. Vanwege de complexiteit wenst de Stad Diest zich gedurende het gehele proces te laten bijstaan door een team van specialisten op zowel het juridische en financieel-technische vlak. GD&A Advocaten werd reeds aangesteld voor advies aangaande het juridische luik. Onderhavig bestek heeft als doel een expert aan te stellen voor het financieel-technische luik.
