Descrierea contextului de prestare a serviciilor solicitate

Agenţia de Plăţi şi Intervenţie pentru Agricultura (APIA) a demarat o procedură de achiziţie pentru atribuirea unui acord cadru de Servicii de estimare a efortului de dezvoltare a funcționalităților dezvoltate prin Acordul Cadru pentru „Servicii de mentenanţă, extindere şi dezvoltare a Sistemului Informatic al APIA” - acord cadru atribuit în conformitate cu Anunţul de participare publicat în SEAP cu CN1008697/05.02.2019, pe o perioada de 36 luni (3 ani) în vederea desfășurării activității specifice proprii acesteia.

Serviciile de estimare a efortului de dezvoltare a funcționalităților dezvoltate prin Acordul Cadru pentru „Servicii de mentenanţă, extindere şi dezvoltare a Sistemului Informatic al APIA”, au ca scop realizarea unei estimări a efortului de dezvoltare a funcționalităților și a timpului necesar pentru dezvoltare și punere în funcțiune.

APIA derulează în acest moment Acordul cadru pentru „Servicii de mentenanță, extindere şi dezvoltare a Sistemului Informatic al APIA”, acord cadru atribuit în conformitate cu Anuntul de participare publicat in SEAP cu CN1008697/05.02.2019.

Una dintre componentele acestui Acord-cadru de servicii se referă la Servicii de dezvoltare software (analiză, proiectare, dezvoltare, implementare, instruire și asistență tehnică, management de proiect) care vor fi prestate în scopul dezvoltării sistemului informatic al APIA.

Ca urmare a celor de mai sus rezultă că este necesară demararea unei proceduri pentru achiziția de Servicii de estimare a efortului de dezvoltare a funcționalităților dezvoltate prin Acordul Cadru pentru „Servicii de mentenanţă, extindere şi dezvoltare a Sistemului Informatic al APIA”, prin acord cadru cu un singur operator economic, pentru o perioadă de derulare de 3 ani.

Caietul de Sarcini conţine atât cerinţele generale ale APIA în vederea atribuirii acordului cadru, cât şi estimări ale cantităţilor minime şi maxime de servicii care vor face obiectul Acordului Cadru, precum şi estimări ale cantităţilor minime şi maxime de servicii care ar putea face obiectul unui singur contract subsecvent dintre cele ce urmeaza să fie atribuite pe durata acordului cadru.

În consecinţă se impune realizarea unui contract cu un consultant extern independent, prin care sa se realizeze furnizarea de servicii de asistenta tehnica, care sa cuprindă în principal urmatoarele activităţi:

• Estimarea efortului necesar pentru realizarea dezvoltarilor software solicitate (cuantificat în zile-om, detaliat pe categoriile de personal);

• Estimarea timpului necesar pentru realizarea dezvoltarilor solicitate, cu personalul alocat de dezvoltator proiectului.

Prin implementarea acestui proiect, se doresc servicii care să conducă la fundamentarea corectă a costurilor și contractarea judicioasă a serviciilor de dezvoltare pentru extinderea sistemului informatic specific activitatilor pe care le desfasoara APIA (SI-APIA), în direcţia gestionării fondurilor europene şi nationale destinate sprijinirii agriculturii, astfel incat acesta sa raspunda noilor cerinte care vor rezulta din modificarea procedurilor interne ale APIA si din modificarile legislative nationale si europene.

Specificitatea și cerințele tehnice ale fiecărei categorii de servicii sunt redate detaliat în caietul de sarcini.

Durata acordului-cadru: Durata în luni: 36 de luni.

II.2.4)Description of the procurement:

Se estimeaza prestarea următoarelor cantităţi de servicii, în conformitate cu cerintele caietului de sarcini:

• Cantitatea maxima estimata de servicii care urmeaza a fi achizitionate pe toata durata acordului-cadru este de 2500 Cerințe (Requirements = RQ-uri),

• Cantitatea minima estimata de servicii care urmeaza a fi achizitionate pe toata durata acordului-cadru este de 300 Cerințe (Requirements = RQ-uri),

• Cantitatea maxima de servicii care se preconizeaza a fi achizitionate pe durata celui mai mare contract subsecvent care va fi atribuit pe durata acordului-cadru, este de 299 Cerințe (Requirements = RQ-uri),

• Cantitatea minima de servicii care se preconizeaza a fi achizitionate pe durata unui contract subsecvent care va fi atribuit pe durata acordului-cadru, este de 3 Cerințe (Requirements = RQ-uri),

- Valoarea totală maximă estimată a acordului cadru este de 1.362.500 lei fără TVA şi corespunde cantităţilor maxime de servicii care urmează a fi achiziţionate pe toată durata acordului-cadru. Faţă de această valoare estimată, se vor elabora şi evalua ofertele din punct de vedere financiar.

- Valoarea totală minimă estimată a acordului cadru este de 163.500 lei fără TVA şi corespunde cantităţilor minime de servicii care urmează a fi achiziţionate pe toată durata acordului-cadru,

- Valoarea maximă estimată a celui mai mare contract subsecvent dintre cele care se vor atribui pe durata acordului-cadru este de 162.955 lei fără TVA şi corespunde cantităţii maxime de servicii care urmează a fi achiziţionate pe durata celui mai mare contract subsecvent,

-Valoarea minimă estimată a unui contract subsecvent dintre cele care se vor atribui pe durata acordului-cadru este de 1.635 lei fără TVA şi corespunde cantităţii minime de servicii care urmează a fi achiziţionate pe durata unui contract subsecvent

Nota: Autoritatea contractantă nu este obligată să realizeze servicii pentru întreaga valoare estimata a acordului-cadru.
