Lake Lothing Third Crossing Build Contract
Suffolk County Council wish to award a contract for the build of the Lake Lothing Third Crossing in Lowestoft, Suffolk under the NEC4 ECC Option A form of contract with bespoke Z clauses. The new crossing will be a multi-span bridge which includes a rolling bascule opening section, a section which will span the existing East Suffolk Line on the North side of the lake. The new bridge will have a 12 metre air draft height which will enable smaller vessels to pass underneath without an opening. The new crossing of Lake Lothing will include footway/cycleways on both sides and a control tower inclusive of plant room. The Council will have completed the Detailed design for the majority of the crossing with the exception being the MIECA. The mechanical design element will be completed to detailed design but the electrical and hydraulics for the bascule will be completed to scheme design. The successful contractor will be responsible for completing the detailed design of these elements.

In accordance with the Public Contracts Regulations 2015 restricted procedure, we may take through less if the candidates do not meet the minimum requirements set out within the selection questionnaire documentation. The selection questionnaire will be the PAS91 and we will be supported by construction line in the evaluation of submissions including undertaking evaluation of the submissions from companies who are not registered with construction line.
The Council awarded a design and build contract to BAM Nuttall Ltd in October 2018 to undertake the design phase of the project. BAM Nuttall with their design consultant Arup Ltd shall be providing the Council with the detailed design information. The Council shall provide this information to the shortlisted bidders as part of the invitation to tender package.

Suffolk County Council reserves the right to procure repeat requirements of a similar nature without a further call for competition pursuant to Regulation 32 of the Public Contracts Regulations 2015. This opportunity is available at www.suffolksourcing.uk The deadline date for submissions of the tender is 12.00 19.12.2019. The deadline for clarification questions is 17.00, 9.12.2019 which must be generated via the correspondence option on the website.
Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2015 as amended provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland) Any such action must be brought promptly.
