Helensburgh Waterfront Flood Defence, Amenities and Leisure Services Improvements
The scope of this contract is the delivery of the following key project elements:
— construction of new Helensburgh Leisure Centre Building,
— public realm and landscaping,
— installation of flood defence,
— demolition of existing swimming pool building and temporary finish to the existing swimming pool site.
Helensburgh Swimming Pool, 1B West Clyde Street, Helensburgh, Argyll and Bute, G84 8SQ.
Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Section III: Legal, economic, financial and technical information
Bidders will be required to have a minimum “general” yearly turnover of 28 000 000 GBP for the last 3 years
Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below.
Financial Status — To establish the financial standing of a bidder, the Council will firstly take into account an independent risk report. In the event that a bidder is considered to have an unacceptable risk of business failure, Argyll and Bute Council reserves the right to request further information, as in our sole discretion, considered necessary for the purpose of ensuring that the bidder has the financial capacity to deliver any contract awarded as a result of the tender exercise. Should the further information fail to satisfy the Council of the economic standing of the bidder then such bidder may be excluded from further competition.
— Contractor’s insurance of liability of employer = 10 000 000 GBP,
— Contractor’s insurance — injury to property or person = 10 000 000 GBP,
— Contractor’s designed portion professional indemnity cover = 10 000 000 GBP for a period of 12 years,
— Contractor’s insurance of works — form of contract will be SBCC Standard Building Contract with Quantities for use in Scotland (SBCC/Q/Scot), (2016 Edition, February 2018 revision). Condition 6.7, Insurance Option A shall apply. The Contractor shall put in place a joint names policy, all risk insurance of the works, with a value equal to the Contract Value at Award Stage,

Bidders will be required to provide examples of works carried out in the past five years that demonstrate that they have the relevant experience to deliver the work as described in Part II.2.4 of the OJEU Contract Notice.
Bidders will be required to confirm that they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver the types of requirements detailed in II.2.4 in the OJEU Contract Notice, including:
Planning — creation of the strategic plans, programmes etc. to manage all applicable resources required for the efficient and effective delivery of works. This will relate to monitoring the efficiency (including costs) of extended supply chain, and the delivery of goods and/or services by them.
Development — selection of suitable suppliers of raw materials, etc. required for the efficient and effective delivery of works. This will include a summary of how you develop your pricing, delivery and payment process, and build a strong relationship with your suppliers.
Manufacturing — (as applicable) the production, testing and packaging of goods, and getting ready for delivery to site. This will include a summary of how you measure product quality levels, production output and productivity.
Delivery — (given the constrained town centre location of the works) how you manage the logistics stage to ensure a ‘just in time’ approach to deliveries, thereby minimising: the quantity of materials stored on site; the impact of deliveries on the local roads network and adjacent residents and businesses; and the potential for programme delays due to unavailability of plant, equipment, materials and the like.
Bidders will be required to confirm that their managerial staff have the following relevant educational and professional qualifications:
Contracts Director — Relevant building educational/ professional qualifications.
Project Manager — Relevant building educational/ professional qualifications.
Commercial Manager — Relevant building educational/ professional qualifications.
Site Manager — Relevant building educational/ professional qualifications.
Site Engineer (Responsible for leisure centre and public realm works) — Relevant engineering educational/ professional qualifications.
Site Engineer (Responsible for managing flood defence works) — Relevant engineering educational/ professional qualifications.
M&E Coordinator — Relevant engineering educational/ professional qualifications.
Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.
Specifically, the bidder should as a minimum be able to demonstrate experience of constructing complex multi-disciplinary multi-use buildings of similar scale, in particular leisure facilities including swimming pools of not less than 25 m and 6 lanes, flood defences, landscaping/public realm/car parks, and demolition.
Bidders should provide adequate examples that show no more than three examples of prior experience for each of the 4 elements of the works relevant to each of the 7 disciplines. Please use the template provided in the Technical Envelope using no more than 3 sides of A4 per example. Please number each example. Please also complete the summary table to cross reference the example numbers to the disciplines to ensure evaluators clearly understand the relevance of each example.
