Argyll and Bute Council is conducting market engagement regarding the potential replacement of its core HR business application, Zellis ResourceLink WebView Integrated Human Resources and Payroll system, which incorporates MyView, its online manager and employee self service module.

II.2.4)Description of the procurement:

To address the joint pressures of increasing demands and financial constraints, Argyll and Bute Council has ambitious plans to transform its Digital Customer Experience, modernising the end to end digital customer journey through the use of improved processes, flexible API systems and new technology to include artificial intelligence and robotic process automation. Achieving a positive and intuitive customer experience is paramount and at the very core of this aspiration.

The flexible solution will provide digital enriched functionalities for our ‘Recruit to Retire’ business unit processes and policies, streamline the Council’s business processes, facilitate future service reconfiguration and on-going continuous development with emerging technologies, eliminate redundant manual data entry, improve data quality, reduce costs, and improve the efficiency and effectiveness of its systems, operations and services to staff and external stakeholders.

As part of the development process for a procurement strategy for an integrated HR & Payroll Management System incorporating Employee and Manager Self Service, Argyll and Bute Council is seeking views and information from the market place in connection with the areas set out in this Request for Supplier Information (RFI).

Please note: Argyll and Bute Council are concurrently running two RFIs; one for an integrated HR and Payroll Management System and one for a financial management system. We are willing to consider a joint market response detailing a single solutions that covers both of these requirements should it exist.
