Project: E18 The West Corridor, Parcel: Ramstadsletta — Slependen, Zoning Plan
Statens vegvesen [the Norwegian Public Roads Administration] invites consultants to submit offers for the development of a zoning plan for E18 Ramstadsletta-Slependen.
The project E18 Ramstadsletta-Slependen is part of E18 the West Corridor, that includes the E18 corridor between Lysaker in Bærum municipality and Drengsrud in Asker municipality.
E18 westward from Oslo is currently one of the country’s most heavily loaded roads, with many queues and problems for both buses and cars. The queues cause delays for public transport and a loss of time for road transport, which is of great significance for society. Local roads that could cover the local travel need are also lacking. The existing E18 functions as both a main road and local road and there is a relatively short distance between the junctions. This provides a complicated driving pattern where local bottle-necks often occur and very uneven operation and speed. This results in mishaps and accidents. This gives an important cycle connection with varying standards along the stretch.
The Project E18 Ramstadsletta-Slependen is part of E18 the West Corridor, that includes the E18 corridor between Lysaker in Bærum municipality and Drengsrud in Asker municipality.
— preparation of the tender documentation for geotechnical, geological and environmental ground surveys,
— traffic calculations and analysis (micro), project area Ramstadsletta- Slependen,
— traffic calculations and analysis (micro), other municipal/county roads in Sandvika,
— financing analysis,
— design guides,
— other subject reports/additional reviews,
— processing of hearings,
— plan updating after hearing.
Sezione III: Informazioni di carattere giuridico, economico, finanziario e tecnico
The tenderer must have the economic basis necessary to be able to fulfil the contractual obligations. This requires that the consultant is credit worthy.
— annual financial statements for the last 3 financial years,
— credit assessment/rating, not older than 6 months. The credit assessment/rating shall be based on the last known accounting figures and it shall be implemented by a credit information agency with permissions thereof,
— documentation of any significant changes in the tenderer's equity and solidity in relation to the auditor confirmed accounts for the last 2 years, as well as the auditor's statement.
Tenderers must have experience from relevant planning assignments.
— the assignments must apply the zoning plan,
— the planned cost of the assignments must be over 30 000 000 NOK,
— the assignments must contain 2 or more elements of: motorway, tunnel, public transport solution, cycle solution facilitation for cyclists and pedestrians and urban development measures,
— the contracting authority’s must indicate that consultants have experience with the use of model-based work methods.
— description of the consultant’s most relevant assignments during the last 5 years,
— documentation of relevant services that the tenderer performed more than 3 years ago will also be taken in consideration.
Three previous assignment must be described.
The description must include a statement of:
(a) contracting authority (name, telephone and email of the contact person for the assignment);
(b) content and scope of the assignment;
(c) assignment period.
The assignment provided must be completed.
It is the consultant´s responsibility to document relevance through the description.
— the Norwegian Public Roads Administration's own experiences with the consultants will be assessed.
