The EIB will award a framework agreement to a single service provider.
The service provider will provide continuous and discrete services, covering publishing and development, support and maintenance of digital platforms, applications and tools used in digital communications.
Required services:
A. A development team on-site at the EIB’s premises in Luxembourg;
B. Ad-hoc digital consultancy and project delivery support.

II.2.4)Description of the procurement:
The EIB will award multiple framework agreements to up to 5 service providers (provided that a sufficient number of tenderers satisfy the exclusion and selection criteria and/or a sufficient number of tenders meet the technical award criteria thresholds). Subsequently, particular assignments will be awarded using the cascading mechanism.
The service providers will provide continuous and discrete services required to drive forward and continually develop the EIB’s existing online visual identity across its online platforms. The service providers will deliver Front End mark-up and styling that is integrated by the lot 1 service provider with the EIB’s platforms and applications.

The EIB will award multiple Framework Agreements to up to 5 service providers (provided that a sufficient number of tenderers satisfy the exclusion and selection criteria and/or a sufficient number of tenders meet the technical award criteria thresholds). Subsequently, particular assignments will be awarded using the cascading mechanism.
The service providers will provided discrete services required for specific off–site projects to support the pre-development of digital communication products (online platforms, mobile apps, applications and websites). They are expected to be fully familiar with, and to bring to each project the most recent and best practice research techniques and implementation in developing digital products.
