Carrying out analysis, inspection and study services of the air and water quality in all of the European Parliament buildings located at the Luxembourg, Brussels, Strasbourg and Bazoches sites, with a view to ensuring the comfort and well-being of the buildings’ occupants and compliance with the regulations in force, as well as verifying the quality of the work pertaining to technical maintenance and cleaning firms.

Section III: Legal, economic, financial and technical information
Participation in this invitation to tender is open on equal terms to all natural persons, legal entities and public bodies of the Member States of the European Union and to all natural persons, legal entities and public bodies of non-member countries which have entered into a special agreement with the European Union in the public procurement field giving them access to the contract in this invitation to tender, under the conditions laid down by this agreement.

On pain of being denied access to the opening of tenders, tenderers wishing to attend should confirm this by email (INLO.AO.DIR.A@europarl.europa.eu) no later than 2 working days before the tender opening date, limiting their representation to 1 person.
Section VI: Complementary information
The European Parliament will hold an optional information session on 5.12.2019 at 10:00 in Brussels, with the possibility of video access at the Strasbourg, Luxembourg and Bazoches sites.
The meeting points will be at the entrance of the Accreditation Centres of the buildings:

Any economic operator obtaining the tender documents concerning this contract may attend the site visit.
In any event, economic operators wishing to take part should confirm this by e-mail (INLO.AO.DIR.A@europarl.europa.eu) — 2 working days before the visit, giving details of the company name and the name, position, identity card number and date of birth of the participants. Representatives must carry a valid identity document.
No more than 2 representatives per economic operator may attend. Attendance at this session is optional.
The European Parliament will draw up a report following each information session, which will be published on the website https://etendering.ted.europa.eu on 16.12.2019.
During the information session, economic operators will have the opportunity to ask questions which they deem relevant and useful for drawing up a tender.

The contracting authority's decision may be contested within 2 months from the date of publication of the outcome of the procedure, either by unsuccessful tenderers or by the natural persons or legal entities who are directly and individually affected by this decision, even if they are not the addressee thereof.
