Continuation of Support to the Collective Training Exercise Management System (EXONAUT)
EXONAUT is the current Collective Training Exercise Management software system used not only within Collective Training Group but across Army and the other Front Line Commands. It is used to provide planning and exploitation of data to enhance collective training.

It is used to provide planning and exploitation of data to enhance collective training. The continuation of the support contract to EXONAUT is for three years, commencing 1 November 2020.
Two x one year options (unfunded).
Section IV: Procédure
It is considered that this contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1) (e) of Directive 2009/81/EC of the European Parliament and of the Council (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations (DSPCR of 2011) for technical reasons. 4CS are the Original Equipment Manager of the software. Furthermore, 4CS own the background IP to the generic modules and source code and are the only economic operator with access to the software code. It would be technically impractical for another economic operator to develop the software to the required standard. Any attempt to retro-fit without access to the source code would introduce an unacceptable level of risk and prejudice the Army’s ability to plan, manage, assess, and validate collective training.

This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single source basis, and is published for reasons of transparency.
The Authority reserves the right to amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by instructions on safeguarding classified information (e.g. a Security Aspects Letter), the Authority reserves the right to amend the terms of these instructions to reflect any changes in national law or government policy, whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies, or otherwise.
