Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
These modifications are made under the provisions set out in Regulation 72 (1) (c) (i) (ii) and (iii). Procurement Policy Note — Responding to Covid-19 PPN 01/20 (p 6-7) also refers. (The need for current modifications has been brought about by the circumstances of Covid-19 which have meant resources in the contracting authority have been redirected to efforts to support front line health and social care activities. As a result, scheduled re-tendering activity is being delayed while current circumstances are present). (The demand for goods supplied by this contract as a direct result of Covid-19, have significantly increased above business as usual activity which is resulting in the need to uplift the value of the contract). While there are planned measures for disruption to normal business activities, the scale of the impact of Covid-19 and the uncertain duration could not have been foreseen.
