FCDO proposes to procure a programme, the UK Centre for Resilient Cities and Infrastructure, designed to tackle five key barriers across the infrastructure and urban sectors:
1) lack of prepared, financeable, infrastructure projects;
2) poor infrastructure governance and policy;
3) limited fiscal autonomy and poor financial management in cities;
4) lack of effective urban planning and land use;
5) limited capacity to support clean growth.

(a) FCDO Posts across a range of countries in the Asia-Pacific, Africa and possibly Latin America and European Neighbourhood;
(b) Partner governments, at national and subnational level, in the Asia-Pacific, Africa and possibly Latin America and European Neighbourhood;
(c) OGDs that are delivering ODA urban, infrastructure programmes, including those with a climate resilient focus — for example, BEIS in Latin America.
