Pan European High Resolution Snow and Ice Monitoring of the Copernicus Land Monitoring Service — Production of Basic Products
The EEA has been made responsible for implementing the Snow and Ice Component as part of the Copernicus Land Monitoring Service’s product portfolio.This call for tenders aims at the establishment of a framework service contract with an economic operator covering the implementation of Pan European High Resolution Snow and Ice Monitoring of the Copernicus Land Monitoring Service — production of basic products.
All services shall mainly be performed at the future contractor’s own premises, with occasional meetings at the EEA’s premises in Copenhagen or at other locations for Copernicus ad-hoc meetings.
The future Contractor is expected to prepare, implement, operate, deliver, promote, and improve the Snow and Ice Component on behalf of the EEA and in accordance with predefined end user requirements. The following tasks and products shall be implemented:
1) NRT production of Fractional Snow Cover (FSC) at 20 m * 20 m based on Sentinel 2A/B;
2) Permanent Snow Line;
3) NRT production of River and Lake Ice Extent (RLI) at 20 m * 20 m based on Sentinel 2A/B;
4) Data access;
5) Archive reprocessing of Sentinel 2A/B starting with January 2017;
6) Harmonisation with CLMS global component;
7) User uptake (helpdesk, organise user meetings/forum).
The successful tenderer will be awarded a framework service contract for an initial duration of 24 (twenty-four) months, starting from the date of signature by both contracting parties, with the possibility of maximum 2 renewals for a period of 12 (twelve) months each.

Section VI: Complementary information
During the 3 years following the entry into force of the original contract the EEA reserves the right to exercise the option of conducting a negotiated procedure without prior publication of a contract notice for new services with the future contractor in accordance with Point (e) of the second subparagraph of Point 11.1 and Point 11.4 of Annex I to the Financial Regulation.
