The European Commission calls for a study to analyse the progress, or lack of progress, made by GSP+ beneficiaries since their entry to the scheme and EBA enhanced engagement countries since the beginning of enhanced engagement. The data from the study will be used for internal Commission purposes to support the drafting of the final GSP report under the current GSP Regulation.

II.2.4)Description of the procurement:
The objective of this study is to provide an analysis of the development enabled by the GSP+ scheme in beneficiary countries over time and an overview of the development under Enhanced Engagement in EBA beneficiary countries. Furthermore, it is expected that current GSP+ beneficiaries will have to reapply to the scheme once the new GSP regulation is in place. The contractor shall, therefore, also assist the Commission in assessing the steps to be taken by GSP+ beneficiaries to meet the requirements of the new regulation, including addressing their shortcomings on newly proposed conventions to be added in Annex VIII of the current GSP Regulation. Lastly, the contractor shall assist the Commission in preparing communication materials supporting the final GSP report.
