Further Information Relating to the Upcoming Competition for the Fourth UK National Lottery Licence
The Gambling Commission intends to undertake a process to award a licence to deliver the UK National Lottery. The current licence to operate the National Lottery expires in 2023 and we will shortly be launching the 4th National Lottery Licence Competition to identify the operator of the next licence. We will be running a competition through which potential operators (including consortia) can apply to become the Licensee for the 4th National Lottery Licence. Prior to launching the competition, we intend to seek feedback on the draft competition materials (ITA and Licence), as part of market engagement, from parties interested in participating in the future competition. This PIN notice serves to notify the market of the upcoming release of the Draft ITA and Licence.
In FY 2018/19, total sales for the UK National Lottery reached 7 200 000 000 GBP, an increase of 255 000 000 GBP on the previous year. Every week 12 000 000 people take part in the National Lottery Lotto game and there are 8 000 000 winners each week across all games. Over the 25 years the National Lottery has been in operation, this has added up to more than 71 000 000 000 GBP awarded in prizes and the creation of >5 000 millionaires.

This notice is not a call for competition, but simply provides advance notice of an envisaged future competition. This process is intended to engage interested parties in a dialogue on the Draft ITA and Licence, prior to any competition being launched. Dialogue on the Draft ITA and Licence precedes, and is not part of the 4th National Lottery Licence Competition. Failure to participate at this stage will in no way preclude an entity from participating in the future competition. Publication of this PIN under Directive 2014/24/EU should not be taken to imply that any future competition will be subject to this or any other EU procurement directive.
