Eine Änderung des Gesamtcharakters läge vor, wenn sich das Wesen des gesamten Auftrages verändern würde- indem beispielsweise die orginäre Bauleistung, Lieferung oder Dienstleistung durch andersartige Leistungen grundlegend ändern würde. Dies ist gegenständlich nicht der Fall, weil es sich lediglich um Maßnahmen zur Sicherung bzw. Rückbau von Bestandsleitungen handelt.
