E8 Preparatory Works
The Norwegian Food Safety Authority has instructed Oslo Municipality (The Client) to establish a reserve water supply within 2028. Holsfjorden has been selected as the water source for the new water supply in Oslo. Water will be routed in a tunnel from Holsfjorden to a new underground water treatment plant which will be located at Huseby in the western area of Oslo. From here, potable water will be routed to the existing potable water supply network in Oslo.
The project is scheduled for construction start in 2020 and completion in 2028. The detailed development plan was approved by Oslo Municipality on 13.11.2019. The project funding was approved at the same time based on the quality assurance (KS2) of the feasibility study/pre-project.

Area description: Rig area Husebyjordet
Work description: Rig area Husebyjordet is the main rig area for the contract work. The work consists of, but is not limited to the following:
— restructuring of existing pedestrian and bicycle paths,
— construction of new exit road to Sørkedalsveien, with lighting control and new turning lanes,
— construction of infrastructure for potable water, sewage, surface water and power supply,
— excavation and blasting of access tunnel cut-outs,
— construction of the access tunnel portal,
— filling rig area with load-bearing masses,
— preparation for tunnel operation with construction of waste water treatment plant, cleaning station, installation of grid station, etc.,
— conversion of 47 kV overhead line to cable in trench, including design and construction of new composite end mast and remediation of existing masts and cables,
— transfer of power supply from the Røa switching station.

Area description: Rig area Huseby skipark
Work description: access to the rig area is via Statnett's rig area next to Smestad recycling station. The contractor must expect coordination with Statnett for access. The work consists of, but is not limited to the following:
— design and construction of temporary sewer pipe for attachment to the VEAS facility in Hoffsveien

Area description: Rig area Sollerud
Work description: a smaller rig area shall be established at Sollerud. The work consists of, but is not limited to the following:
— filling rig area with quality rock masses,
— blasting of new rock cavern for odor reduction system and casting of ground floor in cavern,
— design, procurement and installation of tunnel canvas in the rock cavern for new odor reduction system,
— design, procurement, construction, testing and commissioning of new odor reduction system,
— demolition of existing bio filter odor reduction system, with associated technical support systems,
— design and construction of reinforcing existing culverts for construction traffic,
— design and construction of stairs and handrails.

Area description: Tunnels Husebyjordet
Area No: C102
Area description: Tunnels Huseby skipark
Work description C101 and C102: Tunnels Husebyjordet consist mainly of drilling, blasting and excavation of tunnels from portal at rig area B302. Tunnels Huseby ski facility consists mainly of drilling, blasting and excavation of tunnels from portal at Rig Area B303. The work consists of, but is not limited to the following:
— work in front of tunnel face (pre-injection),
— blasting works,
— uploading and transporting blasted rock, including interim storage in tunnel,
— stability measures,
— re-injection if required,
— water and frost protection,
— installation of OPI ducts, water and sewage installations and work on permanent roadways.

Area description: Option 1 operation building
Work description: The portal on area B302 can, as an option, be replaced by a combined portal and parking basements for a future operational building. The parking basement consists of 2 lower floors, with in situ casted walls, hollow deck elements and a steel support system. It must be blasted for the parking basement in connection with the cut-off for the access tunnel. The underground water and sewage and HVAC infrastructure is included in the option.

Work description: The treated water tunnel consists mainly of drilling, blasting and excavation of tunnel from Huseby towards Smedstad. The work consists of, but is not limited to the following:
— re-injection if required.

Section III: Legal, economic, financial and technical information
Qualification criteria: the contractor shall be a legally established company.
— Norwegian companies: company certificate.
The Client obtains a company certificate for Norwegian contractors from www.brreg.no
— foreign companies: documentation that the company is registered in a trade register or business register as prescribed by the law of the country in which the contractor is established.
The contractor shall have sufficient financial capacity to carry out the contract, including the minimum requirements.
Economic and financial position is assessed on the basis of, among other things, turnover, profit ratio, solvency, liquidity and payment history.
Where several contractors participate in a group, at least 1 of the participants in the group must alone meet the qualification requirement, except for the minimum requirement for a promise of a ‘on demand guarantee’, which must be made on behalf of the group.
If the contractor or a group of contractors submits a declaration of commitment from a supporting entity, the supporting entity must alone fulfill the qualification requirement, with the exception of the minimum requirement of a promise of an ‘on demand guarantee’, which must be made on behalf of the group.
— the firm's last 2 annual accounts or extracts from these if publication of annual accounts is required in the state where the contractor is established. The annual accounts shall include notes, the Board of Directors' annual report and audit report, as well as any new information that is relevant to the company's accounting figures.
The Client obtains for Norwegian contractors the annual accounts from www.brreg.no
— the balance sheet for the last 3 available financial years. The requirement applies only to those contractors where publication of annual accounts is not required in the state where the contractor is established,
— a statement of the company's total turnover for the last 3 available financial years. The requirement applies only to contractors where publication of annual accounts is not required in the state where the contractor is established,
— the Client will himself obtain a credit rating of the contractor from Creditsafe,
— the contractor must deliver a pledge of an ‘on demand guarantee’ documenting compliance with contractual requirements specified in ‘Avtaledokumentet’ section 4.1.
If, for valid reasons, the contractor is unable to provide the documentation requested by the developer, he can prove his financial and financial position with any other document that the developer can accept.

The contractor shall have sufficient relevant experience from projects of sufficiently relevant nature, scope and degree of difficulty to carry out the contract. In the assessment, particular emphasis will be given to projects containing the execution of processes 31.5 and 31.6 and process 32 of sufficiently relevant nature, scope and degree of difficulty. Sufficiently relevant experience with all processes must be documented. The assessment will also emphasize, among other things, the contractor's role in the projects: Projects where the contractor has the role of main contractor will be given more weight than where the contractor has the role of subcontractor.
The contractor shall himself have sufficient relevant experience in the execution of processes 31.5, 31.6 and 32.1. This experience cannot be documented by the use of supporting companies.
Where several contractors participate in a group, at least 1 of the participants in the group must meet the qualification requirements for relevant experience and technical personnel alone.
Completed Appendix 2 reference template
The contractor shall in Annex 2 reference template provides an overview of the most important relevant works the contractor has performed during the past 5 years. Documentation of relevant work performed by the contractor more than 5 years ago will also be taken into consideration.
The Client can accept references where relevant assignments are essentially completed, even if the project has not been completed. The contractor must indicate in the reference form the degree of completion for each individual assignment.
The overview shall document relevant experience for all key parts of the contract. These are Process 31.5 and 31.6 and Process 32.1.
The contractor shall himself have a sufficient number of technical personnel with relevant competence to carry out processes 31.5, 31.6 and 32.1 under this contract.

Area description: Access road Vefsrud
Work description: On Vefsrud the contractor shall construct an access road from county road (fv.) 285 down to cut-off for water intake. The road is on the border between Lier and Hole municipalities. The road consists of a lane, with meeting places and gravel surface and has a length of approx. 2,3 km. The contractor must provide the rig area for the work.

Area description: Drammen harbour
Work description: Deposits of blasted rock masses should mainly take place in Drammen harbor. Deposits must be carried out by barges and the contractor must acquire and operate the required number of barges for laying. In addition, the contractor must design and construct a cargo dock from truck to barge.
