WBL aims to challenge the market through the planned PCP, to develop innovative solutions/algorithms to continuously analyse measured values and to convert these into intelligent signals that tell whether and what has changed in the system. Because of the many different types of sensors in the field, WBL has a large amount of data to process in real time. The quality of the data must be monitored and the structure of the data must be able to be changed easily and quickly, thus increasing the value of (Big) data for WBL. This will allow for more efficient planning of inspection and maintenance rounds and eventually lead to efficiency gains and cost reduction.

This PCP procedure forms a crucial and integrated element in the overall ‘Program for the procurement of process automation and standardisation of PA systems, network and information security, and improvement of work processes’, as it has been outlined in the market consultation in 2018, and as outlined in the downloadable market consultation document. The ‘Program’ consists of the procurement of framework agreements for three lots, namely, lot 1 for the procurement of process automation and standardization of PA systems (this lot 1 has already been awarded), lot 2 for the network and information security (this Lot 2 has already been awarded) and lot 3 for Big Data (the procurement for this lot 3 has not started yet). This PCP procedure is not the object of the procurement of lot 3, but is related to it. It is intended that the maximum of five technology vendors of the first phase of the PCP procedure, also provide input for the specifications of lot 3. This input is above and beyond the provision of the design specifications for the proposed solution for phase 1 under the PCP procedure. After analyzing the feedback from the maximum of 5 technology vendors for the proposed specifications, WBL intends to start the procedure for the procurement of lot 3 (Big data). It is furthermore understood that the outcome of the PCP procedure shall be linked to the awarded contractors for Lot 1, Lot 2 and/or Lot 3 through value engineering.
