This market dialogue relates to the tender on Turn-outs which is one of three upcoming tenders in relation to the forthcoming track renewal and renovation of "Østbanen" (planned for 2023). The track renewal and renovation concerns about 49 km of regional railways located in the Region of Zealand between Køge and Faxe Ladeplads/Rødvig (“Østbanen”). Lokaltog is initiating a market dialogue with potential suppliers in relation to the upcoming three tenders regarding Turn-outs, Rails and Sleepers to gather knowledge of the relevant markets as well as to establish if certain requirements related to the tenders can be met by the market. The tenders and market dialogue will be carried out independently for each tender (as the suppliers can vary) but the dialogue is coordinated across the three tenders to make the process more efficient for all parties. The market dialogue is intended to be a mainly written market dialogue where Lokaltog has listed a series of questions in a questionnaire.

// CONTRACT PURPOSE //

The tender relates mainly to the acquisition of Rails as materials which are to be supplied by the developer in a larger project regarding track renewal and renovation of about 49 km of regional railways located in the Region of Zealand between Køge and Faxe Ladeplads/Rødvig (“Østbanen”). The tenders will be carried out separately from the main project of renovation, but the materials are acquired mainly to use for this project.

Lokaltog is considering making this a framework agreement that could be used for other projects in Lokaltog in future years meaning Lokaltog would also acquire additional Rails under a framework agreement for other projects.

Lokaltog invites potential supplier to answer the questions which are relevant for your organisation. The questions raised are addressed to small and minimum size vendors and contractors as well as large vendors and contractors. If you do not consider all questions relevant for your organisation or the types of projects you are interested in tendering for, then just answer the questions relevant for your organisation.

Lokaltog reserves the right to invite for dialogue meetings should there be a need for further clarification of answers or themes in the questionnaire. Invitations for potential meetings are expected to be sent out early December 2021.

The material covers the expected needs of Lokaltog in a “work-in-progress” version, as we prioritize the input and to be open for suggestions from suppliers. The parts Lokaltog expect to be of most interest are mentioned in the questionnaire but you are welcome to comment on the material in its entirety.

Also, participation in the market dialogue does not influence any evaluation in relation to prequalification or proposals submitted under the upcoming tender.

The operator Lokaltog A/S is a local public transport agency responsible of 10 local trainlines in the region of Zealand and Lolland-Falster. Lokaltog A/S is mainly owned (75%) by Movia A/S (public transport agency responsible for buses and certain local railways in Copenhagen and the part of Denmark east of the Great Belt, covering the regions Sjælland and Hovedstaden, except for Bornholm) as well as 14 local municipalities and a few private investors.
