II.1.4)Short description:

The City of Belgrade has entered into a Financing Agreement with the European Investment Bank (EIB) for design, construction and supervision in respect of the Belgrade-Palilula Sewage System Project. A number of contracts will be implemented by the City, through a Project Implementation Unit (PIU) within Beoland (the Belgrade Land Development Public Agency).

The project aims to improve wastewater services to the currently underserved population on the left bank of the Danube River in Belgrade's municipality of Palilula, communities Kotez. Krnjaca and Borca.

The services to be provided through this Service Contract shall entail provision of assistance to the Employer – “Belgrade Land Development Public Agency (Beoland) / City of Belgrade, Secretariat for Communal and Housing affairs” — for Contract Administration, Construction Supervision and Tariff Determination and Implementation of the Belgrade/Palilula Sewage System Project.

II.2.4)Description of the procurement:

The services to be provided shall entail provision of assistance to the Employer – “Belgrade Land Development Public Agency (Beoland) / City of Belgrade, Secretariat for Communal and Housing affairs” — for Contract Administration, Construction Supervision and Tariff Determination and Implementation of the Belgrade/Palilula Sewage System Project.

The services shall include the provision of the role of the Engineer, in accordance with the FIDIC Yellow Book Second Edition (2017) conditions of contract, as well as provision of design review and site supervision services in accordance with applicable construction legislation of the Republic of Serbia. Support will also be provided to the City of Belgrade and Public Utility Company "Belgrade Waterworks and Sewerage" with regard to determination and implementation of tariffs.

For information, the services will be implemented for two works contracts, each based on FIDIC conditions of Contract for Plant and Design-build (Yellow Book Second Edition, 2017), and will comprise the design and construction of primary collectors in total length of cca 6.8 km, pumping stations, secondary sewerage network (gravity and vacuum networks) in total length of cca. 76 km, and the Krnjaca wastewater treatment plant (Phase 1; 86 000 PE). The WWTP will incorporate an activated sludge process (ASP) with enhanced biological phosphorous removal (EPBR) and sludge treatment including anaerobic digestion, energy recovery (CHP unit) and solar drying.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

Experience in technical assistance to beneficiaries for implementation of water or wastewater projects, in the role of lead partner, JVCA partner, or subcontractor for at least the last 10 (ten) years prior to the submission deadline, and with activity in at least nine (9) months in each year.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

The applicant shall meet the following minimum financial criteria:

The annual turnover of the candidate for each of the last 3 financial years (2018, 2019, 2020) must be at least 2,000.000,00 EUR. The turnover value in currencies other than EUR, shall be presented in EUR based on the exchange rate set by the central/national bank of the applicant's country, as of 1st July of each year reported.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

The applicant shall meet the following minimum technical criteria:

a. Successful experience as sole consultant, leader of a consortium, or consortium member, in the execution of two (2) individual contracts completed within the ten (10) year period prior to the deadline for submission of the application, in the field of administration of works contracts governed by the FIDIC Yellow Book conditions of contract. The value of each of the works contracts (for which contract administration was provided) shall be at least 30 million EUR.

b. Successful experience as sole consultant, leader of a consortium, or consortium member, in the execution of two (2) individual contracts completed within the ten (10) year period prior to the deadline for submission of the application, in the field of Contract Administration (governed by the FIDIC Yellow Book conditions of contract) and Supervision of construction, or reconstruction, of Wastewater treatment Plants with a capacity of at least 50,000 PE, including biological treatment facilities, anaerobic sludge stabilization, and energy recovery.

c. Successful experience as sole consultant, leader of a consortium, or consortium member, in the execution of two (2) individual contracts completed within the ten (10) year period prior to the deadline for submission of the application, in the field of Contract Administration (governed by Yellow FIDIC Book, Red FIDIC Book or similar conditions of contract) and Supervision of construction of secondary sewage networks of at least 40km in length.

d. Successful experience as sole consultant, leader of a consortium, or consortium member, in the execution of one (1) contract completed within the ten (10) year period prior to the deadline for submission of the application, in the field of supervision of construction of vacuum sewage networks of at least 10km in length.

e. Successful experience as sole consultant, leader of a consortium, or consortium member, in the execution of one (1) contract completed within the ten (10) year period prior to the deadline for submission of the application, related to support to local self-governments or public utility companies with determination and implementation of water and wastewater tariffs.

f. The applicant must have a total of at least fifteen (15) permanent staff currently working for the applicant in fields related to the contract and at least 5 permanent staff with experience in supervision in fields related to the contract.

On the basis of the applications received, at least 5 and at most 8 (eight) candidates will be invited to submit detailed tenders for this contract.

In case of less than 5 candidates, the Promoter may continue Pre-Qualification procedure by inviting the candidates with required capabilities.

If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the eight best candidates. The only additional comparative criteria which will be taken into consideration during this re-examination will be based on project references:

1. the total number of project references found eligible, then, in case of equality of this criterion

2. the total value of project references found eligible

Note: additional comparative criterion 2) will be applied only if the number of eligible candidates remain higher than 8 after applying additional comparative criterion 1.
