II.2.4)Description of the procurement:

The forecast supply for 1 is 27 000 litres.

The contractor must provide cards for an outstanding payment by issuing a personal card for each motor vehicle. The cards shall be issued within 5 working days after submission of a list containing the necessary identification information for each vehicle. At all times, the procuring entity will be able to remove or add vehicles to be charged at the premises of the contractor and new maps should be issued whenever a change is made. All costs associated with the issue, closure and servicing of the non-cash payment cards shall be borne by the Contractor.

The presence of a minimum of 1 object (motor gas supply station within the meaning of § 1 (3) of the Additional Provisions of the Regulation on the device, the safe operation and the technical supervision of gas and liquefied petroleum gas installations in which vehicles are to be fuelled with the contracting authority. The site should be located in the territory of the city of Plovdiv and should comply with the regulatory and technical requirements for the implementation of the activities to be awarded.

Documentary evidence:

When submitting the tender, compliance with the prescribed criterion is declared by the ESPD (in Part IV, Section C, Field 9, information on the type and location of the site (s) to be used for the execution of the order).

In order to prove the fulfilment of the requirement, the list referred to in Article 64 (1) (9) ZOP shall be displayed describing the type and location of the site (s) to be used to perform the contract. The document is provided under the conditions of Article 67 (5) and (6) of the Public Procurement Act (ZOP), i.e., if necessary for the legitimate conduct of the procedure or before the conclusion of a contract for the award of the contract, in case the list contained in the ESPD is not relevant at this point in time.

Under Article 65 PPA, a participant may rely on third parties’ capacity to comply with the requirement set. Third parties may be subcontracted, as well as other persons irrespective of the legal relationship with the tenderer.

Section III of Part I of the tender documentation details the information on the application of the selection criteria and how to indicate the information in the ESPD, depending on the form of the participation.

The public procurement is financed by the Municipality of Plovdiv with payments made from the budget of the units, users of the contract.

The contract will be concluded at the estimated value of the contract. A guarantee is foreseen for a good performance of the contract of 3 % of the value of the contract excluding VAT (BGN 1 350). The guarantee shall be provided under the conditions of Article 111 (5) to (8) PPA.

The terms on which the subject-matter of the contract is to be carried out, the rights and obligations of the parties shall be set out in detail in the draft contract.
