Southern Construction Framework 4
This notice gives prior information of a forthcoming procurement process that will establish a successor framework to the existing Southern Construction Framework (SCF).
The SCF framework delivers construction capital projects to around 50 public sector clients (but not limited to) across SW England, SE England and London. Current annual spend is circa GBP 800 000 000.
Contractors are invited to attend a Supplier Information Event on 13.3.2018 commencing at 2:00 pm at the National Self Build and Renovation Centre, Lydiard Fields, Great Western Way, Swindon SN5 8UB.
The intent is to brief contractors on the positioning of SCF in the market, our operating model and to advise on the SCF 4 OJEU restricted tender process due to start in 3.2018.

Southern Construction Framework 4 — South West
In the counties and authorities of Cornwall, Plymouth, Devon, Torbay, Somerset, Wiltshire, Dorset, Gloucestershire, South Gloucestershire, Bristol, Bath, NE Somerset, N Somerset, Bournemouth, Poole.
This framework will be open to all public sector organizations in SW England for construction works over GBP 2 000 000 in value.
By exception, there may be some projects below this value.
Typical projects will comprise construction of schools, college and university buildings, leisure buildings, fire and police buildings, civic offices and facilities, health facilities, charity sector buildings and local government buildings.
The scope may include incidental project related civils works, for example access roads, car parks, multi storey car parks, retaining structures.
The scope may include ancilliary projects as part of a larger development.
SCF is not intended to be used for highways, infrastructure works, (eg rail, canal, coastal defences, river defences, bridges, viaducts, pipeline or tunnelling).
The contract model will be 2 stage open book to allow collaborative working and early contractor involvement.
The overall spend over the 4 year period commencing 4.2019 is estimated to be up to GBP 1 500 000 000.
It is anticipated that there will be up to 10 contractors on this lot.

Southern Construction Framework 4 — South East
In the counties of Berkshire, Buckinghamshire, Bedfordshire, Hertfordshire, Oxfordshire, Surrey, East and West Sussex, Hampshire, the Isle of Wight and Kent.
This framework will be open to all public sector organizations in SE England for construction works over GBP 4 000 000 in value.
By exception, some projects may be less than GBP 4 000 000.
The scope may include ancilliary projects related to a large development.
The overall spend over the 4 year period commencing 4.2019 is estimated to be up to GBP 1 750 000 000.
It is anticipated that their will be up to 8 contractors on this lot.
Southern Construction Framework 4 — London
All boroughs, districts, councils and unitary authorities In the Greater London area.
This framework will be open to all public sector organizations in London for construction works over GBP 5 000 000 in value.
By exception the scope may include projects under GBP 5 000 000,
The scope may include ancilliary projects to a development.
The overall spend over the 4 year period commencing 4.2019 is estimated to be up to GBP 2 000 000 000.
It is anticipated that their will be up to 8 contractors in this lot.

The Southern Construction Framework SCF) currently delivers around £800m of public sector construction projects per annum.
The procurement model used by the SCF is Two Stage Open Book, with a very strong emphasis on early contractor involvement and collaborative working to eliminate risk during the pre-construction period.
The purpose of this notice is to invite contractors to a Supplier Information Day at the National Self Build and Renovation Centre, Lydiard Fields, Great Western Way, Swindon SN5 8UB on 13.3.2018 commencing at 2:00 pm.
Please arrive at 1:30 pm for registration.
The event should finish at around 4.30 pm.
The Southern Construction Framework (SCF) is the third generation of this NACF framework and will expire in 4.2019.
The intent of the Supplier Information Event is to brief contractors on the positioning of the SCF in the market, our operating model and to advise contractors of the tender process for the next generation SCF 4, due to start in 4.2019.
The tender process will be OJEU restricted.
The event would not suit subcontractors, consultants or suppliers.
