L’objectif particulier de l'assistance technique (AT) est de renforcer la capacité institutionnelle du Ministère des Finances et du Budget afin d’appuyer la mise en œuvre du Plan Stratégique de Réforme de la Gestion des Finances Publiques (GFP) 2022-2026, notamment pour l’opérationnalisation des réformes pour améliorer le niveau de mobilisation des ressources, optimiser l’exécution des dépenses, renforcer la transparence et le contrôle de la GFP, mettre à niveau le système d’information de la GFP et renforcer le cadre juridique de la GFP.
L AT devra renforcer les capacités de certains départements clé du ministère des finances, tels que la Cellule de suivi des réformes financières, l’Inspection générale des finances, la Direction générale du budget, la Direction Générale des Impôts et des Domaines (DGID), la Direction Générale des Douanes et des Droits Indirects (DGDDI), Direction Générale du Trésor et de la Comptabilité Publique (DGTCP), et la Cellule des affaires juridiques.
