Preparation and Implementation of the Seventh European Working Conditions Survey (EWCS)
All European Union (EU) Member States and (subject to funds availability) acceding and candidate countries and other European countries.
The objective of this tender is to conclude a framework contract for the timely and high quality preparation and implementation of the Seventh European Working Conditions Survey (EWCS). Workers should be interviewed face-to-face in their homes using Computer Assisted Personal interviewing (CAPI). The work envisaged under the Seventh EWCS will cover the following phases:
— questionnaire preparation and finalisation (including cognitive test),
— pilot test.
— data processing.

Within 2 months of notification of the outcome of the procedure (award decision), tenderers may launch an action for its annulment. Any request tenderers may make and any reply from Eurofound, or any complaint for maladministration, will have neither the purpose nor the effect of suspending the time-limit for launching an action for annulment nor open a new period for launching an action for annulment. The body responsible for hearing annulment procedures is indicated under heading VI.4.1) of the contract notice.

Eurofound was made to switch the survey modality from CAPI (Computer Assisted Personal interviewing) to CATI (Computer-Assisted Telephone Interviewing) due to Covid-19 earlier in June 2020 when the survey fieldwork was already undergoing. The nature of the current modification is to make the best use of the work done and the data gathered before the survey modality switch. The additional work conducted due to this modification will regard re-interviewing respondents who managed to be interviewed under CAPI mode in order to provide unique data allowing for the comparison of the pre-Covid situation of respondents and their experience in spring 2021.
Using any other contractor for providing the additional service sought would not be possible for technical reasons as it is the current contractor who has access to the respondents interviewed earlier on and the technical solution in place to re-contact them. In addition, the current contractor already has interviewing teams on the ground (i.e. call centres) in all countries concerned capable of conducting this additional work. Using any other contractor would lead to a serious inconvenience to Eurofound and inevitable duplication of cost.
