Ukraine-Ternopil: Construction supervision services
This contract will be financed by the European Investment Bank (EIB) and is subject to the EIB's Guide to Procurement.

Construction Supervision of the Thermo-Modernisation of Public Educational Buildings Works in Ternopil, Ukraine
Ternopil City Council (Client) intends to apply a part of financing allocated within the Ukraine Municipal Infrastructure programme to eligible payments to a qualified engineering company (Consultant) for provision of construction supervision services and invites interested consultants to submit their proposals.
The Consultant’s services will cover the supervision of the design and actual construction works, including performance in the field up to and comprising completion, testing and commissioning of the facilities, directing and monitoring of all necessary or requested changes to the scope of works.
The proposals shall be prepared and submitted in accordance with the requirements and forms provided in the Request for Proposals (RFP).

The Bank permits consultants (individuals and firms, including JVCAs and their individual members) from all countries to offer consulting services in accordance with the EIB Guide to Procurement.
The Consultant shall be an engineering or consulting firm or a group with sufficient expertise, technical and managerial capabilities, and qualified personnel to complete the required consulting services. In the case of a JV, consortium or association, all the partners shall be jointly and severally liable for the entire contract, if selected. Association in the form of sub-contracting is permitted.
The Consultant’s services will cover, but not be limited to, the following: supervise the detail designs to be prepared by the contractors; review and monitor implementation of contractors’ programs for construction, site regulation and safety plans, Quality Assurance programs, sites organization, Environmental and Social Management Plans (ESMP), and so forth; carry out daily on-site supervision of contractors’ works for compliance with the design documents, quality requirements, contractual documents and specifications and ensure timely progress; prepare and submit to the Client all types of reports in the form acceptable for the Client; check and approve the contractors’ laboratories proposed to perform testing of equipment and materials on regular basis, and monitor tests of materials; secure all specified and required guarantees, licenses and certifications of materials and equipment from the contractors; provide other services of works supervision as detailed in the RFP package.
The Consultant (including the individual members of any JVCA) shall submit only one Proposal, either in its own name or as part of a JVCA. The validity of proposals is 120 days from the deadline of submission of proposals.
The Consultant shall provide a team of construction engineers and other specialists having qualification and professional experience appropriate for implementation of the assignment. The following Key Experts shall be provided by the Consultant: Team Leader (KE-1), Construction Manager/Chief Engineer (KE-2), Quantity Surveyor (KE-3), and Environmental and Social Expert (KE-4). The requirements to, and time input of the key experts is set out in the RFP.
In addition, the non-key experts, including works supervision engineers, design and materials engineer shall be provided by the Consultant to support the key experts on sites.
The Consultant is to follow EIB’s Environmental and Social Policies and comply with the environmental and social requirements of the Bank (https://www.eib.org/en/publications/environmental-and-social-principles-and-standards.htm) ensuring that contractors comply with the same.
The proposals will be evaluated by combined evaluation of quality and price. The Most Economically Advantageous Tender will be the one achieving the highest combined technical and financial scores. For the preparation of proposals, Consultants shall examine the RFP in detail. Failure to provide the information requested in the RFP may result in rejection of the proposal.
Extension of the contract duration and respective increase of the contract price is possible to align with possible extension of related works contracts.

Authorised representatives of tenderers are invited to participate in the opening and will be allowed to observe transfer of the Proposals from the place of submission to the place of opening.
Authorisation for participation in the opening procedure shall be confirmed by the power of attorney.
