The contract relates to the Actions 4, 5 and 7 as included in the action plan for nature, people and economy adopted by the commission and aims in providing support for the following:

— Complete the Natura 2000 network, especially filling gaps for the marine environment, and put in place the necessary conservation measures for all sites – Action 4,

— Use the new environmental implementation review process for dedicated bilateral meetings with national and regional authorities to develop agreed road maps to improve implementation and consult with landowners and other stakeholders on implementation challenges – action 5,

— Further develop species and habitats action plans for the most threatened species and natural habitats as well as stakeholder platforms on the coexistence with conflict species (e.g. large carnivores) – action 7.

Open call for tender, service.

The contract aims in covering the following:

Task 1: Support for action 4 related activities. Under this task the improvement of the synergies between the nature directives, the water framework directive, the nitrates directive, the marine strategy framework directive, the floods directive and the invasive alien species regulation is foreseen. This is expected to be achieved through the following:

— preparation of a FAQ note on the links between the nature directives and the nitrates directive,

— preparation of a FAQ note on the links between the nature directives and the IAS regulation,

— promotion of the existing guidance documents.

Task 2: Support for action 5 related activities. Under this task it is expected that country profiles for each of the member states are build and also support to the commission for the organization of bilateral meetings and back to back meetings with stakeholders is provided.

Task 3: Support for action 7 related activities. Under this task the drafting of 2 habitat action plans for 2 of the most threatened habitats in the EU is expected.

Single contract of 30 months (total budget therefore EUR 550.000).
