Denmark and Denmark's NATO allies make military information available within their area of responsibility and use it exclusively in electronic form. For this purpose, the Danish Defence currently uses the products Life*S1000D and Life*WEB IETDS from the Danish vendor Flatirons Danmark A/S. Collectively, the products used are referred to as the Danish Defences' Interactive Electronic Technical Documentation System (hereinafter referred to as IETDS).
The Danish Ministry of Defence Acquisition and Logistics Organisation (DALO) plans to tender for the delivery, maintenance and support of the IETDS.
The purpose of this RFI is to clarify which suppliers of technical solutions for IETDS are on the market, and to what extent the solutions can meet the needs and requirements of the Danish Defence.
The purpose of the tender is to purchase and install a software solution for technical documentation of equipment and installations (IETDS).
IETDS must support the management, maintenance and presentation of all electronic technical documentation used by the Danish Defence, so that the Danish Defence can effectively handle the maintenance of its materiel systems at home as well as during deployment.
IETDS must be used for the specific technical documentation of systems and equipment as well as for the general technical documentation under the Ministry of Defence's area of responsibility.
Electronic technical documentation is defined as the digital form of the following set of conventional technical documentation:
— maintenance procedures (Service regulations) for handling and maintaining equipment systems,
— technical orders, technical bulletins, document pages and security data pages,
— detailed changes, operational additions, (interim) security additions and technical commercial publications,
— service regulations for technical training,
— manuals,
— spare parts lists,
— technical drawings,
— building documentation,
— other technical documentation.
IETDS must support updating as well as both online and offline availability of technical documents regarding
— weapons systems,
— the building and construction area, including cartographic drawings and constructions.
IETDS must cover all technical documentation for specific material systems, from idea to execution.
Existing data in IETDS shall be transferred from the current IETDS to a possible new system without changes to data.
IETDS shall integrate with the Danish Defences' ERP system, DeMars, which is based on SAP.
IETDS shall make submissions to the Danish National Archives’ (‘Rigsarkivet’) collections in accordance with current regulation.
IETDS shall be used on the Danish Defences’ internal network (‘FIIN’) and all of the IETDS’ functions and features shall be able to run without access to the Internet.
