Procurement of Framework Agreement for Dental Consumables
Troms og Finnmark fylkeskommune (TFFK) (Troms og Finnmark County) invite tenderers to participate in an open tender contest on behalf of Fylkeskommune Nord (FKN) concerning a framework agreement for dental consumables. FKN consists of the counties of Møre og Romsdal, Trøndelag, Nordland and Troms og Finnmark as well as the Tannhelsetjenestens Kompetansesenter (the Dental Health Service’s Competence Centre) for Midt-Norge IKS.
On behalf of FKN, Troms og Finnmark procures framework agreements for the following areas in dental consumables, and the annual value of the contracts is estimated to be as follows:
— medical face masks,
— dental consumables,
— disposable gloves,
The individual subcontracts have a duration of 3 years with an option for the contracting authority to extend the contract for an additional 1 year.

FKN is not a legal entity, and therefore identical contracts will be signed by each of the counties with the selected supplier. Legal responsibility and contractual follow-up lies with the individual contracting party.
Procurement of a Framework Agreement for Face Masks
Fylkeskommune Nord (FKN) consists of the counties of Møre og Romsdal, Trøndelag, Nordland og Troms and Finnmark as well as the Dental Health Service Competence Centre for Midt-Norge IKS.
The purpose of the subcontract for face masks is to cover the need for face masks to the dental clinics in the country’s northernmost counties.
The contract duration is 3 years with an option for the contracting authority to extend the contract for a further 1 year.
The agreement can be extended for 1 year.
The purpose of the subcontract for dental consumables is to cover the need in the following categories:
— X-ray accessories,
— clinical prosthetics,
— surgery and periodontics,
— instruments and accessories,
— filling materials and accessories,
— aesthetics and prophylaxis,
— dental drills, diamonds, cleaning and polishing products.
The price form under the tab ‘dokumenter’ (documents) states which goods are requested.
Procurement of a Framework Agreement for Disposable Gloves
The purpose of the subcontract for disposable gloves is to cover the need for disposable gloves to the dental clinics in the country’s northernmost counties.
Procurement of a Framework Agreement for Disinfectant
The purpose of the subcontract for disinfectant is to cover the need for disinfectant products to the dental clinics in the country’s northernmost counties.
Section III: Legal, economic, financial and technical information
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in Annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned Annex.
Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.
The requirement will be considered filled by achieving a credit rating of A from Bisnode Norge (credit-worthy). Tenderers with a lower rating will be rejected.
Documentation requirement: expanded credit rating/report not older than three months, from Bisnode Norge. The report must be based on the last known fiscal figures. The date must be clear. If the tenderer has justifiable reasons for not being able to present a credit rating (for example, newly started companies with a credit-rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre), the tenderer can prove his economic and financial position with any other document the contracting authority deems suitable, cf. PPR § 16-4.
Technical facilities and quality assurance measures
The tenderer utilises the following technical facilities and quality assurance measures and the tenderer's examination and research facilities are as follows:

— an established quality assurance system is required with systematic registration and follow-up of deviations to goods and deliveries.
