National road 555 The Sotra Connection OPS
The aim of the procurement is to construct a dual carriageway between Storavatnet in Bergen Municipality and Kolltveit in New Øygarden Municipality. The project is to be implemented with OPS as the execution model. The contest will be a negotiated procedure, where the 3 best qualified suppliers will be invited to submit a tender. The chosen tenderer will be completely responsible for the engineering design, construction, financing, operation and maintenance of the contract for 25 years. The contract includes, amongst other things, a new Sotra bridge, 4 tunnels, 6 major split level junctions, new foot/cycle paths, new bus terminals, as well as upgrades to side roads and parts of the existing road network. The current national road 555 is a single carriageway of varying standard and a very high ADT. The transport system is very vulnerable with the current bridge being the only access to New Øygarden Municipality.
The project is to be implemented with OPS as the execution model. OPS is an abbreviation for ‘public private collaboration’. The tenderer will be completely responsible for the engineering design, construction, financing, operation and maintenance of the contract for 25 years. The project will use BIM, which will be a tool for interaction and efficient project implementation. The BIM model must be the source for all the required and updated information in the project throughout the entire project's lifetime. Tenderers must seek innovative, digital systems to achieve seamless execution of the engineering design, construction and operation phases, as well as actively contribute to BIM development and process optimisation. The BIM model must form the basis for efficient operation and maintenance work after the development phase.

Section III: Legal, economic, financial and technical information
Tenderers must be a legally established company or group of such companies. Documentation requirement: certificate from the register of business enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, is/are established, as well as for all supporting companies.
Tenderers must have good economic and financial capacity to complete the contract. The following requirements, amongst others, must be fulfilled in the assessment of the whether a tenderer is deemed to have good and financial capacity: the tenderer's accumulated net value (the total value of assets with all obligations deducted) must be 1 200 000 NOK for each of the previous 3 accounting years. Tenderers must have an annual relevant turnover of minimum 5 000 000 NOK for each of the previous 3 accounting years. Relevant turnover means turnover within the work included in this contract. If the tenderer does not carry out the site work himself for the new Sotra bridge and the tunnels, each company that is responsible for executing this site work must have an annual turnover of 1 500 000 NOK for each of the previous 3 accounting years.

Tenderers must have very good experience from transport projects with work of an equivalent nature and degree of difficulty as this contract, including engineering design services, construction, operation and maintenance. Tenderers must have experience from all phases of the project execution. Tenderers must have sufficient experience with debt financing from at least 1 equivalent OPS project, which has reached the operational phase in the last 10 years. Tenderers must have sufficient experience with equity financing from at least 1 equivalent OPS project, which has reached the operational phase in the last 10 years. Tenderers must have the organisational capacity to fulfil the contract, with sufficient staff and the required competence for all the contract's phases.
Tenderers must have a well-functioning and well-developed environmental management system, based on ISO 14001, the EU scheme for environmental management and environmental audits (EMAS), or equivalent. The system will be subject to periodic review. Tenderers must have a well-functioning quality assurance system for the delivery, based on ISO 9001 or equivalent, with relevance for equivalent transport projects. The system will be subject to periodic review.

Information meeting: the Norwegian Public Roads Administration will hold an information meeting on national road 555 the Stora connection OPS on 21.1.2020 from 12.00-15.00 at Quality Hotel Edvard Grieg, tel +47 55980000. The meeting will be translated into English.
Registration deadline: those who would like to participate must register by the end of 15.1.2020.
Site inspection: the Norwegian Public Roads Administration will hold a site inspection on 22.1.2020 from 11.00-15.00. The participants will be taken around the area in a bus.
