Insurance for the Grid Connection Works of the Floating Pilot Wind Farms of Groix Belle Ile (FEFGBI), Eoliennes Flottantes du Golfe du Lion (EFGL) and EolMed (EOLMED)
Subscription of the insurance programmes relating to the grid connection works of the floating pilot wind farms of Groix Belle Ile (FEFGBI), Eoliennes Flottantes du Golfe du Lion (EFGL) and EolMed (EOLMED).
The stages of the call for tenders will be described in the tender documentation which is expected to be sent during the first quarter of 2021.
All Risks Construction Site Assembly Test including Transport
This lot concerns the subscription of one (or more) construction all risks policy(ies) relating to the grid connection works of the floating pilot wind farms of Groix Belle Ile (FEFGBI), Eoliennes Flottantes du Golfe du Lion (EFGL) and EolMed (EOLMED).
The contract may be tacitly renewed for further periods of 12 months following the initial 24-month period.
Furthermore, if necessary, the contract could be extended for the same duration as the extension of the work.
There are several options with different levels of deductible, to be detailed in the tender documentation.
Third Party Liability Works Arising out from the Grid Connection Works
Subscription of one or more third party liability policy(ies) for the grid connection works of the floating pilot wind farms of Groix Belle Ile (FEFGBI), Eoliennes Flottantes du Golfe du Lion (EFGL) and EolMed (EOLMED).
There are options regarding the nature and amounts of coverage and deductibles, to be detailed in the tender documentation.
Environmental Impairment Liability
This lot concerns the underwriting of one (or more) civil liability policy(ies) for the Environmental Impact relating to the connection works of the floating wind farms of Groix Belle Ile (FEFGBI), Eoliennes Flottantes du Golfe du Lion (EFGL) and EolMed (EOLMED).
Furthermore, flexible duration expected to meet the duration of the works.
There are options regarding the nature and amounts of guarantees and deductibles, to be detailed in the tender documentation.
Section III: Legal, economic, financial and technical information
The candidate must send along his application form:
Candidate established in France:
— an extract from the registration in the Trade and Companies Register (K bis form), or an identification card justifying registration in the trade register (original or copy) dated less than 3 months before the deadline for reply; or a receipt for the filing of a declaration with a business formalities centre for legal entities or individuals who are in the process of being registered.
Applicants established outside France;
— a document issued by the authorities holding the professional register or an equivalent document certifying this registration or, for companies in the process of being set up, a document less than 3 months old issued by the authority authorised to receive registration in the professional register and certifying the application for registration in the said register;
— a document stating his identity and address or, if applicable, the contact details of his tax representative in France For all applicants:
A dated and signed statement on honour justifying that they are not prohibited from bidding in any of the cases mentioned in articles 45 and 48 of the order No 2015-899 of 23 July 2015 relating to public contracts and in particular that they are in compliance with articles L. 5212-1 to L. 5212-11 of the labour code concerning the employment of disabled workers;
— In the event of receivership, a copy of the judgment(s) pronounced.
Candidate who is part of the EDF Group
In order to ensure compliance with the provisions of Articles L111-10 et seq. of the French Energy Code, a candidate directly or indirectly controlled by a company of the EDF Group must produce in its application file a statement indicating its capital link with one or more companies of the EDF Group. These elements produced in French are to be provided by the individual candidates, by each of the members of a candidate group and, where applicable, by the subcontractors presented.
Insurance companies must have a minimum rating of A- (Standard and Poor's) or equivalent (AM Best, Fitch, etc.).
Candidates must be able to demonstrate their ability to underwrite complex offshore projects, both in terms of All Risks Insurance for construction sites, erection and testing, including transport, as well as general civil liability for works and civil liability for environmental damage.

Pre-contractual summary proceedings provided for in Articles 5 et seq. of Pre-contractual summary proceedings provided for in Articles 5 et seq. of Order No 2009-515 of 7 May 2009 relating to the appeal procedures applicable to public procurement contracts. The appeal must be lodged before the conclusion of the contract.

Appeals must be lodged no later than the thirty-first day following publication in the Official Journal of the European Union of the contract award notice or, for contracts based on a framework agreement or a Dynamic Purchasing System, following notification of the conclusion of the contract.
In the absence of publication of the notice or notification, the court may be seized until the expiry of a period of six months from the day following the day of conclusion of the contract pursuant to Article 1441-3 of the Code of Civil Procedure.
