UCA 20/042_ Provision of guard and other related services in buildings occupied by the General Secretariat of the Council of the European Union in Brussels and surrounding areas
Provision of guard and ancillary services including in particular: opening and closing of buildings, control of access, exit and filtering of visitors, preparation of access cards on computer support, interior and exterior rounds, preparation of incident reports, first interventions in the event of fire and accidents, and other similar services in the current and future buildings occupied by the General Secretariat of the Council of the European Union in Brussels.
The General Secretariat of the Council of the European Union currently occupies three buildings located around the Schuman roundabout in 1040 Brussels, and also has a crèche for the use of the staff’s children located in 1030 Brussels.
These services will be provided on the basis of a framework comprising operational, administrative and technical measures in liaison with the General Secretariat of the Council of the European Union.
Services concern the following staff categories, as defined in the collective labour agreements of 30.10.2003; 8.11.2005 and 9.10.2009 relating to Joint Committee 317 for guard services:
— worker category SB = static agent (basic category; dog handlers);
— worker category SQ = qualified static agent (with or without arms);
— worker category SE = static agent (expert);
— worker category SBG = static agent (bodyguard);
— worker category BI = brigadier / team leader;
— employee third category A3;
— employee third category A4;
— employee scale OP3 = planning inspector, supervising inspector, dispatcher;
— employee scale OP1.B = receptionist / telephone operator-encoder;
Most of the services are for static guard services, covering around 85% of the number of positions.
Section III: Legal, economic, financial and technical information
The contractor must meet the conditions for access and exercise of the guard services profession in Belgium in accordance with the Belgian law of 2.10.2017 and its subsequent amendments (known as the Jambon Law) regulating private and individual security, which entered into force on 10.11.2017, and more specifically the conditions to be able to carry out the activities set out in points 1, 2, 4, 5, 7 and 9 of Article 3 of the law.

Section IV: Procedure
The Secretariat will enter into a 5-year contract, which is justified by the significant operational constraints during the establishment of the contract (e.g. security clearance requirement for the contractor's staff) and its operation (in-depth knowledge of the buildings and their automated security systems).

The offices of the General Secretariat of the Council will be closed between Christmas and New Year inclusive. We kindly ask you to take this closing period into account when submitting any questions about the 1st step of the procedure (i.e. requests to participate).
Within two months of notice being given to the plaintiff or, should no notice be given, within two months of the date on which the matter in question became known. A complaint made to the European Ombudsman neither suspends this period nor opens a new period for lodging appeals.
