The Commission needs to prepare and publish an annual report on monitoring of the energy and more specifically, fossil fuel subsidies in each year, according to Article 35(2) of the Governance of the Energy Union and Climate Action (EU) 2018/1999. This report needs to be adopted by 31 October each year.

Given that the preparation of this report requires intensive data collection, validation and analytical skills, across the 27 EU Member States, DG ENER needs to involve/rely on local data providers in EU Member States to perform these duties.

Beyond updating data, the contractor also has to give an estimation on the impact of the Covid-19 pandemic on the evolution of energy subsidies (fossil fuel subsidies and renewables) in 2020. Furthermore, a short description of legal definitions of subsidies and the most recent measures and plans to phase them out is required to be included in the inventory.

II.2.4)Description of the procurement:

The study comprises data collection, analysis, modelling activities in the energy subsidy domain.

It will focus on data collection of energy subsidies in years 2019 and 2020, for fossil, nuclear and renewable energies, in various economic sectors beyond energy, such as industry, transport, households, agriculture and other important sectors. The study will cover all the 27 EU Member States. Besides data collection and updating the existing inventory from the previous study, it will attempt to collect legal definition on energy subsidies and particularly fossil fuel subsidies in each member states. On the top of this, it will provide analysis on how the Covid-19 pandemic and recovery packages in the member states have impacted energy subsidies.
