Framework Contract for the Provision of Services in the Field of Information Systems for the European Public Prosecutor's Office (EPPO)
The subject of this call for tenders is the establishment of a framework contract (FWC) for the provision of external IT service providers in a time and means mode, with reopening of competition, for the EPPO.
This procurement procedure is an open call for tenders that aims at the establishment of a framework contract for services with reopening of competition with four different service providers.
The initial duration of the framework contracts shall be 24 months. The framework contracts may be renewed twice for a period of 12 months each time.
By virtue of point 11.1(e) and point 11.4 of the common provision in Annex I to the Financial Regulation EPPO reserves the option to launch a negotiated procedure with the contractor chosen as a result of the present call for tenders for new services consisting in the repetition of similar services, during the three years following the signature of the original contract.
Section III: Legal, economic, financial and technical information
As per point 20.6 of Annex 1 to the EU Financial Regulation, economic operators must not be subject to conflicting interests that may negatively affect the contract performance.
Section IV: Procedure
Tenders will be opened in public at the EPPO's premises, 11, avenue John F. Kennedy, 1855 Luxembourg, LUXEMBOURG. The opening in public might be subject to change due to COVID-19 restrictions.
Information about authorised person and opening procedure: a maximum of two representatives per tender may attend the opening session.
Section VI: Complementary information
Tenderers and participants in this procurement procedure are informed that for the purposes of safeguarding the financial interests of the Union, their personal data may be transferred to internal audit services, to the European Court of Auditors, to the financial irregularities panel or to the European Anti-Fraud Office (OLAF) and between authorising officers of the Union bodies, the Commission and the executive agencies. The contracting authority and OLAF may also check or require an audit on the implementation of the contract resulting from this procurement procedure.
You may submit any observations concerning the award procedure to the contracting authority indicated under Heading I.1). If you believe that there was maladministration, you may lodge a complaint to the European Ombudsman within two years of the date when you became aware of the facts on which the complaint is based (see http://www.ombudsman.europa.eu). Such complaint does not have as an effect either to suspend the time limit to launch an appeal or to open a new period for lodging an appeal. Within two months of the notification of the award decision you may lodge an appeal to the body referred to in VI.4.1).
