Dynamic Purchasing System (DPS) for Design and Consultancy Service Specialising in Green Retrofit and Decarbonisation Strategies and Expertise
Dynamic Purchasing System (DPS) for Design and Consultancy Service specialising in green retrofit and decarbonisation strategies and expertise. The individual lots are predominantly tailored to meet the roles required under PAS 2035: 2019. A DPS is a completely electronic process conducted in accordance with the Public Contracts Regulations 2015. The procurement is subject to a contract notice that has been published to the Official Journal of the European Union.
To serve members and contracting bodies within England but may extend to other areas of the UK.
Retrofit Strategy Advisor
The scope of this lot will include the provision of a range of consultancy services, guidance, advice and practical intervention to include (but not be limited to), energy efficiency assessments, energy efficiency options appraisals, construction detail enhancements, heat loss calculations, air tightness testing and performance monitoring.
A number of contracts called off under the DPS Agreement may be completed using funding received via the European Union including but not limited to the European Regional Development Fund.
Retrofit Assessor/Retrofit Evaluator
The scope of this lot will include the provision of various types of energy assessment services ranging from desk-based modelling to on site property assessments.
The scope of this lot will include Retrofit Co-ordinations service, including (but not limited to) responsibility for overseeing the assessment of dwellings as well as the subsequent specification, monitoring, and evaluation of energy efficiency measures, in accordance with PAS 2035.
A Retrofit Coordinator will manage a retrofit project from inception to completion, and will need to liaise with building owners, Retrofit Assessors, Retrofit Designers and Retrofit Installers in order to ensure effective end-to-end project management.
The scope of this lot will include the provision of a range of consultancy services, guidance and advice in relation to retrofit design.
The scope of this lot will include thermographic surveying of properties to help manage heat loss and identify thermal bridging.

Individual contracting authorities entitled to access the framework agreement will have the option to agree and award underlying contracts to the appointed contractors at any stage during the term of the DPS. The following contracting authorities will be entitled to agree and award underlying contracts under the DPS agreement as and when required – any member or customer of EN: Procure from time to time, which may include:
(a) any social housing provider in the United Kingdom from time to time;
(b) any local authority, university, academy trust or free school in the United Kingdom from time to time;
(c) blue light services which in this context means UK police forces, UK ambulance trusts, Highways Agency, Marine and Coastguard Agency and UK fire and rescue services, and any other specific emergency services; and
(d) any entity or joint venture company that any of the entities referred to in (a) and (b) hold an interest in from time to time; ‘Social Housing Provider’ for this purpose means any provider of social housing and includes, without limitation, registered providers, local authorities and Arms Length Management Organisations (ALMOs) and including any subsidiary and sponsoring department of such bodies.
