II.2.4)Description of the procurement:

The Boligforeningen Ringgården (Ringgården) wishes to establish a uniform and user-friendly remote metering system across 33 units of the Housing Association.

The system shall ensure the correct and timely reading and settlement of the individual residential unit’s electricity, water and heat consumption. In the future, the Ringgården will use EG Bolig (an IT system for residential and property administration) for its own preparation of annual consumption accounts and removal accounts, therefore it should be possible to exchange data, including consumption data, between EG Bolig and the supplied consumption measurement system. This means that systems must be able to exchange data so that validated consumption data from the entire consumption measurement system can be entered in EG Bolig. At the same time, the data provided by EG Bolig will have to be exchanged for the consumption measurement system, including the update of the residential data.

A solution with an internet portal available to the residents without further calculation for the occupants shall be provided in the linkage system. Every occupant shall have the opportunity to know and become aware of his/her consumption through the internet portal.

In order to comply with this, the Ringgården has launched the present call for tenders for the delivery and installation of remote meters, electricity meters, energy meters (heat) and heat cost allocators on the likely 33 of the sections of Ringsted.

In addition, the selected supplier shall be responsible for the ongoing operation and maintenance, as well as the verification of the supplied meters, as well as customer service in relation to the administration and residents of the Ringfarm.

The invitation to tender also provides for contract options on the addition of additional compartments than those already covered, including future new developments during the duration of the contract; contract options on the inclusion of cold-water meters, including internet portal, operation and maintenance, as well as customer assistance and the establishment of an energy management system, including remote meters for the administration of Ringsted.

The bidder shall provide the equity and solvency ratio for each of the last 3 approved financial statements. Information on the economic and financial capacity of the tenderer shall be provided in Section C of Part IV of the ESPD.

1) Positive equity in each of the last 3 approved financial statements; and

(2) Minimum solvency ratio of at least 20 % in each of the last 3 approved financial statements.

List and brief description of selection criteria:

The tenderer must provide reference information highlighting compliance with the minimum requirements below. Information on the tenderer’s technical and professional capacity shall be provided in the ESPD, in part IV, section D.

Minimum level(s) of standards possibly required:

1) Minimum 3 references carried out within the last 3 years for the provision of meters and consumption data for the compilation of consumption accounts to a general housing organisation with at least 150 dwellings; and

(2) Minimum 1 reference performed within the last 3 years, where the tenderer has undertaken at the same time the replacement of the meter for at least 100 dwellings and, in that context, taken over the handling of consumption data from another supplier. The replacement and the taking over of the consumption data must be completed at the time of the submission of the bid in order to satisfy the minimum requirement.

Compliance with the latter minimum requirements is permitted by the same reference (s) used to establish the first minimum requirement.
