Der Digitale Impfnachweis ist eine zusätzliche Möglichkeit zum gelben Impfpass, um Impfungen zu dokumentieren. Statt nur im gelben Impfpass Impfzeitpunkt, Impfstoff und Namen vorweisen zu können, sollen Nutzerinnen und Nutzer diese Informationen künftig auch personalisiert bequem auf ihren Smartphones digital speichern können. Der digitale Impfnachweis umfasst eine Impfnachweis-App, eine Prüf-App und ein Backendsystem für die Integration in Arztpraxen und Impfzentren.

Mit der entwickelten App können Geimpfte Informationen wie den Impfzeitpunkt oder den Impfstoff bequem auf Ihrem Smartphone hinterlegen. Alle Informationen des Impfzertifikats sind in einem QR-Code enthalten und können gescannt und in den QR-Code der in der App

verwaltet wird, gespeichert werden. Wenn Sie Ihren Impfstatus nachweisen wollen, werden bei der Überprüfung des QR-Codes mit der offiziellen CovPassCheck-App dann folgende Informationen angezeigt: Impfstatus, Name, Vorname und Geburtsdatum.

VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Durch Zusatzfunktionalitäten fallen zusätzliche Betriebsaufwände an, die in eine belastbare Vertragsstruktur überführt werden sollen. Die Änderungsvereinbarung enthält dabei insbesondere:

*Maßnahmen zur technischen Missbrauchsvorsorge durch Umsetzung,

*Einbindung weiterer impfender Arztgruppen (insb. Gesundheitsämter, Betriebsärzte und Krankenhäuser),

*Integration des COVID-19-Impfzertifikates in die elektronische Patientenakte,

*Anpassung der Gültigkeitsdauern der Zertifikate in Abhängigkeit von den jeweiligen infektionsschutzrechtlichen Vorgaben,

*Leistungen zur Gewährleistung der Betriebsfähigkeit, der Sicherheit und des Datenschutzes,

*Fortbetrieb des Callcenters,

*Ausstellung der erforderlichen elektronischen Siegel.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Ein Wechsel des Auftragnehmers kann aus technischen und wirtschaftlichen Gründen nicht erfolgen und wäre mit erheblichen Schwierigkeiten sowie beträchtlichen Zusatzkosten für den Auftraggeber verbunden. In technischer Hinsicht handelt es sich bei den von dem Auftragnehmer bisher bereitgestellten Systemen um ein einheitliches System, welches gleichermaßen die Ausstellung der europarechtskonformen Impf- Test- und Genesenenzertifikate gewährleistet. Hierbei wird zur Ausstellung des Genesenen- und Impfzertifikates das vom RKI betriebene Backend-System verwendet. In wirtschaftlicher Hinsicht ist insbesondere der erhebliche Aufwand im Zuge der datenschutz-rechtlichen und datensicherheitstechnischen Prüfungen und Testreihen zu berücksichtigen, der sich voraussichtlich auf einen etwa siebenstelligen Betrag belaufen dürfte. Hinzu kämen ganz erhebliche Kosten eines Dritten zur Erarbeitung und zur Schaffung der technisch, personellen und wirtschaftlichen Voraussetzungen zur Durchführung.
