I.4)Type of the contracting authorityEuropean institution/agency or international organisation
I.5)Main activityOther activity: Aviation Safety
Section II: Object
II.1)Scope of the procurement
II.1.1)Title:
Horizon Europe Project: Helicopter Vortex Ring State Experimental Research (2nd launch)
Reference number: EASA.2022.HVP.02
II.1.2)Main CPV code73000000 Research and development services and related consultancy services
II.1.3)Type of contractServices
II.1.4)Short description:
The vortex ring state (VRS) is an aerodynamic condition for helicopters normally generated in nearly vertical or vertical descent when the relative upward air velocity equals the downward induced main rotor flow rate. This research should provide a better understanding of the VRS phenomenon on different kinds of helicopters, the analytical and simulation prediction methods, and flight test methods for its determination. It should further provide an indication of the effectiveness of alternative recovery maneuvers such as the one proposed by Capt. Vuichard.
II.1.6)Information about lotsThis contract is divided into lots: no
II.1.7)Total value of the procurement (excluding VAT)Value excluding VAT: 379 762.00 EUR
II.2)Description
II.2.2)Additional CPV code(s)73100000 Research and experimental development services

II.2.3)Place of performanceNUTS code: DEA23 Köln, Kreisfreie Stadt
Main site or place of performance:
II.2.4)Description of the procurement:
The following outcome will be required with this experimental research:
1. to experimentally determine the flight conditions at which the vortex ring state (VRS) starts to develop to support and evaluate the correctness of theoretical methods for prediction of the vortex ring boundaries;
2. to experimentally evaluate the effectiveness of the Vuichard recovery technique.
The procedure was published before under ref EASA.2021.HVP.19 (OJ 2021/S 133-352404).
Changes to the previous publication are:
— reduction from three to a minimum of two different helicopter rotor designs,
— reduction from three to a minimum of two flight test pilots,
— increase of the budget by EUR 80 000,00.
