Civil Engineering Works, Bridge Maintenance, General Building Works, and Concrete Repairs
Multi sourced framework for the provision of civil engineering works, bridge maintenance, general building works, concrete repairs, and emergency works. Including but not limited to:
— excavation and earthworks,
— concrete works,
— coated macadam/asphalt/paving,
— external services landscaping,
— builders works in connection,
— bridge bearings,
— waterproofing concrete surfaces,
— painting of steelwork, protecting steelwork against corrosion, and
Civil Engineering Works with a Single Project value of up to 250 000 GBP
Geographical area of Dundee, with the potential to reach the full geographical area of Tayside.
Civil engineering works with a single project value of up to 250 000 GBP including:
— coated macadam/asphalt/pavings,
— external services,
— landscaping, and
— builder's works.
The purchaser shall have the option to extend the contract (either singly or in phases) for the further periods (or periods) of up to one year after the expiry of the term. factors such as market condition, contractor performance and purchasers' requirements will all be considered regarding the option to extend.
Civil Engineering Works with a Single Project Valued between 250 000 GBP and 1 000 000 GBP
Geographical location of Dundee City Council, with the potential to include the full geographical areas of Tayside.
Civil engineering works with a single project value of ranging between 250 000 GBP and 1 000 000 GBP including:
— Coated macadam/asphalt/pavings,
The purchaser shall have the option to extend for a further period (or periods) of up to one year after the expiry of the term. Factors such as market condition, Contractor Performance and Purchasers' requirements will all be considered regarding the option to extend.
Bridge Maintenance for Single Projects up to the Value of 250 000 GBP
Geographical are of Dundee City Council, with the potential to extend to the wider geographical area of Tayside.
Bridge maintenance such as:
— structural concrete and steelwork,
— expansion joints and sealing of gaps, and
— painting of steelwork.
The purchaser shall have the option to extend the contract (either singly or in phases) for the further periods (or periods) of up to 1 year after the expiry of the term. factors such as market condition, Contractor performance and purchasers' requirements will all be considered regarding the option to extend.
General Structural Building Work and Concrete Repair for Single Projects up to the Value of 250 000 GBP
The geographical area of Dundee, with the potential to include the wider geographical area of Tayside
General structural building work and concrete repair, including:
— the supply and installation of precast concrete lintels and sills,
— proprietary concrete repairs,
— protective coatings to concrete and steelwork,
— structural waterproofing and underpinning as structural repairs to domestic and non-domestic properties.
The purchaser shall have the option to extending the Framework Agreement (either singly or in phases) for a further period (or periods) of up to 1 year after the expiry of the term. Factors such as market condition, contractor performance and purchasers’ requirements will all be considered regarding the option to extend.
Emergency Civil Engineering Works
Emergency civil engineering works with a single project generally not exceeding 30 000 GBP, including but not restricted to reactive/emergency repairs to coastal defences, river channel clearance, repairs to revetments, provision of rock armour, scour protection and vehicle damaged highway structures.
Section III: Legal, economic, financial and technical information
The tenderer is required to provide its general yearly turnover for the last 2 financial years, along with its yearly turnover for the specific area covered by this Framework Agreement.
A copy of 2 years audited account including notes and audit report (if contractor subject to audit) to be submitted for assessment to ensure financially viable to conduct the projects required under this framework, the assessment with include:
— positive net profit for the past 2 years,
— gearing ratio (i.e. debt/equity) less than 1 for the past 2 years,
— current ratios (i.e. current assets/current liabilities) greater than 1 for the past 2 years,
— unqualified audit report.
If you are unable to meet the financial criteria set please provide an explanation why as this will be considered in the overall financial assessment.
It is the requirement of this Framework Agreement that tenderers hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below, however specific projects may require differing levels of cover, this will be determined on a project by project basis:
— employer’s (compulsory) liability insurance = 10 000 000 GBP,
— public liability insurance = 5 000 000 GBP.
Tenderers will be required to provide examples that demonstrate that they have the relevant experience to deliver the services/supplies as described in part II.2.4 of the Contract Notice.
Provide 3 examples of civil engineering works, bridge maintenance, general building works, and concrete repairs relevant to each lot bidding for carried out during the last 3 years. The information you provide should cover the following areas:
— a full description of the provision delivered relevant to the type of work proposed to provide as part of this framework,
— contract value and dates,
— previous or current customer details.
Tenderers will be required to confirm that they will employ environmental management measures that meet the following requirements, Contractors must be either a registered waste carrier themselves or employ the services of a registered waste carrier and will be required to provide details of the registered waste carrier(s).
Tenderers will be required to demonstrate that they have they have appropriate human resources available to deliver the requirements of the framework, by detailing their average annual manpower for the last 3 years, including managerial staff.
Tenderers will be required to demonstrate that they have (or have access to) the relevant tools, plant or technical equipment to deliver the types of requirements detailed in II.2.4 in the Contract Notice.
Tenderers are required to confirm whether they intend to sub-contract and if so provide details of the proportion (i.e percentage) of Framework Agreement that is intended for subcontract.
Tenderers will be required to confirm that they have the required quality control institute certificates (or from agencies of recognised competence) confirming that products meet the following technical specifications or standards:
— the Contractor must have a Health and Safety Assessment Scheme (“CHAS – The Contractors Health and Safety Assessment Scheme”) accreditation (or equal and approved) and have, within the last 12 months, successfully met the assessment requirements of a construction-related scheme in registered membership of the “Safety Schemes in Procurement (SSIP”) or “SAFE Contractor Scheme” (or equal and approved) and will be required to provide registration and certification details.
Contractors must provide an approval letter of compliance or accreditation certificate as evidence.
If this cannot be provided, bidders will be required to explain why, and to confirm details of other means of proof that can be provided (issuing authority, address, reference of documentation).
It will be Dundee City Council’s ultimate decision as to whether the H&S qualification provided by the tenderer meets the criteria detailed above and is acceptable.
Tenders must demonstrate they have a robust quality assurance, environmental management and health and safety standards.

Section VI: Complementary information
The successful Contractor(s) following on from this invitation to tender will enter into a multi sourced Framework Agreement for the provision of civil engineering works, bridge maintenance, general building works, concrete repairs, and emergency works with Dundee City Council.
The following local authorities named and also able to utilise the Framework Agreement at any time throughout the duration of the contract period: Angus Council, Perth and Kinross Council and any of the local authorities Arm’s Length External Organisations such as:
— Leisure and Culture Dundee,
— Angus Alive,
— Culture Perth and Kinross,
— Live Active Perth and Tayside Contracts.
