In relation to Section V.2.3) of this contract award notice see the following: Regulation 86(6)(a)of the PCR's notes that the Contracting Authority. “[…] may withhold any information to be provided in accordance with this regulation where the release of such information-. […] would otherwise be contrary to public interest”. Due to the ongoing security situation in Northern Ireland, which is currently classified as severe, it is the practice when dealing with Police Service of Northern Ireland contracts not to name the Successful Contractor in a Notice of Decision. This omission is therefore in the public interest and protects the article 2 ECHR rights of employees further to Section 6 of the Human Rights Act 1998. Furthermore, the said omission is in accordance with Article 15 (2)and Recital 41 of the Directive 2014/24/EU of the European Parliament and of the council.
