Explanation:

Vadovaujantis PĮ 79 str. 1 d. 2 p. 2 pp. nuostatomis (konkurencijos nėra dėl techninių priežasčių) Pirkimą siūloma vykdyti neskelbiamų derybų būdu, kadangi dėl susidariusios situacijos autotransporto rinkoje ir dėl geopolitinių priežasčių reikiamos apimties transporto priemonių parką nuomai su papildomais įrengimo projektais reikalingu terminu (šiuo metu Perkančiojo subjekto nuomojamo automobilių parko sutartis baigia galioti 2023-06-29) gali pasiūlyti tik esamas nuomotojas. Atlikus rinkos apklausą (kreiptasi į 14 įmonių), nustatyta, kad 2023-06-29 dienai kiti tiekėjai tokio kiekio (naujų ar naudotų) transporto priemonių su papildomais įrengimais nepristatytų. Apklausoje sudalyvavę tiekėjai nurodė automobilių pristatyto terminą 12-18 mėnesių nuo užsakymo pateikimo dienos. Įmonė negali likti be transporto priemonių, nes tai sukeltų milžiniškas neigiamas pasekmes, kadangi būtų paralyžiuota Energijos skirstymo operatoriaus operatyvinė veikla. Naujų transporto priemonių nuomos skelbiamą pirkimą planuojama paskelbti 2022 m. IV ketvirtyje. Šiuo metu paskelbus skelbiamą pirkimą nuomai, kiti tiekėjai negalėtų sudalyvauti pirkime dėl jiems automobilių gamintojų atstovų suteiktų kvotų, nežinomų kainų, kurios nuolat kinta, Be to, šiuo metu gamintojų numatomi preliminarūs automobilių pristatymo terminai yra nuo 12 iki 26 mėnesių nuo užsakymo pateikimo dienos plius ~ 3 mėnesiai papildomai įrangai sumontuoti.
