The objective of this study is to create an in-depth understanding of drivers, challenges and barriers which affect the transfer of smart systems from lab to the market. It will then identify and conceptualise solutions which can remove bottlenecks to the market roll-out of these technologies both in the field of smart systems and smart objects, especially by examining the results of the FP7 projects in this domain. The analysis will cover the entire innovation value chain from technology development to manufacturing and to market roll-out. Finally, the study will make concrete recommendations for European policies and programmes in these fields, especially for Horizon 2020, to facilitate commercialisation, to overcome barriers to market acceptance, and to ultimately monetise innovations.

The main objective of the study would be to gather information about the developments of the relevant jurisprudence and competition law principles regarding the assessment of dominance, with particular reference to application in the electronic communications sector, as well as Article 7 practice on significant market power. The study would also inquire about the role of the current SMP guidelines in national regulatory authorities' work and assess whether and how the guidelines have contributed to ensuring a harmonised approach across the Union. This will support the Commission's evaluation on how to update the guidelines. The evaluation will contribute to the priority of ensuring the consistency of the implementation of the EU Framework Directive with regard to market-based regulation, by providing updated and relevant guidance to national authorities.

The objective of this study is to support the Commission's policy development efforts towards building a truly single market for electronic communications through a thorough techno-economic assessment of the processes and conditions under which radio spectrum for wireless broadband is assigned by Member States as well as an assessment of the impact that diverging assignment conditions resulting from the lack of harmonisation in the EU has on the deployment of high-speed broadband networks and on the provision of high-quality and competitive electronic communication services across the EU. The study should identify the spectrum assignment conditions that have the greatest impact on business decisions regarding network deployments and the provision of high-quality services and focus the analysis on them.

The main objective of the study is to monitor deployments of broadband access networks, i.e. to measure the household coverage of different fixed and wireless broadband technologies with a special focus on next-generation access technologies. Technologies will include DSL, VDSL, FTTP, cable modem, fixed wireless access, satellite as well as mobile wireless technologies. Both overall and rural coverage should be assessed at regional level. The study should also look at the coverage of different broadband speeds. The contract will be renewable for 3 years.

The objective of the study is to monitor the price of retail fixed broadband offerings for consumers. The European Commission will use this study to assess whether sector regulation and market developments translate into wider technology choice, more services and better prices for European consumers as well as to compare price levels between Member States and third countries. The study has to examine the retail price of fixed access technologies, including xDSL, cable modem, fibre, satellite and fixed wireless access. The retail price of mobile broadband products is in principle not included in this study. The contract will be renewable for 3 years.
