II.2.4)Beschreibung der Beschaffung:

SCML systems are part of the HVDC control systems and forms the local and remote user interfaces to the actual HVDC control and protection computers for handling signals and commands.

The Delivery includes one SCML system for converter stations Dannebo (FS1) and Finnböle (FS2) in Sweden and two SCML systems for converter station Rauma in Finland (FS1 and FS2 at same station). The scope for this upgrade includes the replacement of all hardware and software in this SCM layer with integration and necessary modifications to the existing remaining main control and protection systems.

This procurement is administered by Fingrid and the procurement results in a single contract that will be awarded by Fingrid and Svenska kraftnät jointly.

Erläuterung:

Direct procurement is used due to lack of competition based on technical reasons and intellectual rights.

Only the original manufacturer of the HVDC control system can implement the procurement due to deep expertise required for the works, and also for a reason related to protecting an exclusive right. HVDC control systems have manufacturer-specific technology and solutions, where the deep knowledge and also the intellectual rights are governed by the manufacturer experts.

Replacement of the SCM layer of the control system requires integration and modifications to the remaining existing control and protection computers, which is particularly demanding, and there are no reasonable alternatives or substitute solutions.

There is no artificial narrowing of the terms and conditions of this procurement. The absence of competition in this procurement is due to the deep expertise and knowledge not available elsewhere than from the original manufacturer.
