A very busy roundabout and major access route into the centre of Gloucester off the M5, the Elmbridge Court roundabout is in need of redevelopment to improve its capacity. The proposed re-design of the roundabout will provide additional lanes on the approaches to the roundabout, 24 hour traffic signals of all arms except 2 (Cheltenham Road East and Elmbridge Court egress) and the construction of a ‘straight on’ 2 lane 1 way link through the roundabout from the westbound carriageway of the A40 Golden Valley Bypass to the A40 Gloucester Northern Bypass known as a ‘hamburger lane’. All approaches to the roundabout will be widened. Widening of the A40 Golden Valley to 5 lanes on its westbound approach will take place on the northern side of the carriageway necessitating the need to extend 2 pedestrian subways and a culvert and the construction of 2 gabion retaining walls. All works will take place within the existing highway boundary without the need for land from third parties.
The proposed procurement route will be an Open Procedure using the NEC3 ECC form of Contract, Option A Priced Contract with Activity Schedule.
It is envisaged that work will begin in July 2016, to be completed by August 2017.

Detailed changes are as follows:
— Construction of a lane through the roundabout between the A40 Golden Valley Bypass and the A40 Gloucester Northern Bypass.
— Carriageway widening to all approaches to Elmbridge Court Roundabout.
— Widening of the A40 Golden Valley eastbound carriageway (north side).
— Widening of the circulatory carriageway of the roundabout.
— Introduction of 24 hour signals on all approaches to the roundabout (apart from Cheltenham Road East and Elmbridge Court egress).
Highway Works:
— New carriageway — full construction to widen the existing carriageway and to replace the central reserve, plus a new carriageway through the roundabout.
— Carriageway resurfacing.
— Widening of the embankment to support the new carriageway construction along the A40 Golden Valley eastbound carriageway.
— Install edge of carriageway drainage.
— Associated white lining.
— New road signs.
— New street lighting.
— Install new vehicle restraint barriers.
— Diversion of affected statutory undertakers plant (as described later).
Structures:
— Extend 2 existing pedestrian/cycleway subways to accommodate the road widening as follows:
— North side of A40 Golden Valley Bypass beneath the widened eastbound carriageway of the A40 Golden Valley Bypass.
— East side of A40 Gloucester Northern Bypass approach to Elmbridge Court roundabout.
— Extend the existing corrugated watercourse culvert on the north side of the A40 Golden Valley Bypass eastbound carriageway.
— Construction of 2 Gabion Basket Retaining Walls up to a maximum height of 2.5 m.
