Network Rail intends to carry out a procurement exercise to establish a framework agreement for the delivery of buildings and civils works across the Southern Region. These works will be undertaken primarily within the Southern Region. However, the framework may also be extended to other parts of the UK Rail Network.

The framework is intended to cover the detailed design and construction of buildings and civils projects, including mechanical and engineering (M&E), fabric (canopy and platforms), footbridges, metallic structures, earthworks, and masonry and concrete structures.

The procurement exercise will be divided into 7 lots, comprising 1 buildings and civils 'Generalist' lot and 6 'Specialist' lots. Network Rail envisages that the initial duration of the framework will be 3 years with options to extend by five further 1-year extensions (3 + 1 + 1 + 1 + 1 + 1).

The total anticipated value of this framework will be between 100 000 000 GBP and 200 000 000 GBP.

It should be noted that the lot 1 contractors’ have access to lots 2 to 7.

The indicative costs for each of the disciplines is premised on all options being granted (Initial 3 years duration plus 5 1-year options), is as follows:

Lot 2: Mechanical and engineering (M&E) 10 000 000 GBP to 25 000 000 GBP;

Lot 3: Fabric (canopy and platforms) 5 000 000 GBP to 15 000 000 GBP;

Lot 4: Footbridges 5 000 000 GBP to 15 000 000 GBP;

Lot 5: Metallic structures 40 000 000 GBP to 70 000 000 GBP;

Lot 6: Earthworks 20 000 000 GBP to 35 000 000 GBP;

Lot 7: Masonry and concrete structures 20 000 000 GBP to 40 000 000 GBP.

As the volume of work within CP7 is unknown, Network Rail has based the value of the 5 1-year optional extensions upon CP6 current estimates. However, given the uncertainty over volumes and funding commitments, the overall value of the framework may be higher or lower than the ranges included above.
