— General needs accommodation for families and single persons.

— Accommodation for the elderly.

— Supported housing for people with disabilities including those with mental health difficulties, learning disabilities, and those who are physically disabled.

— Support services for vulnerable groups.

— Refurbishment work.

— Land purchase.

— Affordable housing.

This is in connection with the design and delivery of projects with a range of dwelling designs, accommodation needs and services including:

The projects may vary from 1 unit of accommodation to 80 units and over, with a housing mix that may include bungalows, apartments, houses and other dwelling types, and can be located anywhere within NI.

The Design Team shall consist of the following professional disciplines:

— Architect (and Lead Consultant).

— Mechanical and Electrical Engineer.

— Civil and Structural Engineer.

— Quantity Surveyor.

— CDM Co-ordinator (together the Design Team and individually Design Team Members).

Architects will be appointed to the Framework Agreement as lead consultants and they shall be solely responsible for all Design Team Members they intend to use to provide the Services.

Choice is procuring each Lot separately and each Lot has a specific Pre-Qualification Questionnaire (PQQ). Design Teams must complete and submit a separate PQQ for each Lot they wish to compete for.

Choice will enter into a separate Framework Agreement for each Lot. In the event that Choice decides to abandon the process in relation to 1 or more Lots or the award of the Framework Agreement for 1 or more Lots is suspended, Choice may decide, at its absolute discretion, to enter into a Framework Agreement for 1 or more of the remaining Lots.

Design Teams should be aware that there is a minimum requirement on the number of fully qualified architects dedicated to the management/delivery of the Framework Agreement that must be part of each Design Team for each Lot. [For Lot 4 the minimum requirement is 3 fully qualified architects.]

Choice is not in a position to guarantee the frequency or value of Call-off Contracts that may be awarded to Appointed Design Teams under the Framework Agreement for each Lot.

The Design Team Members identified below are required to confirm they have in place the following licences/certificates/accreditations for the relevant discipline. Only the Design Teams appointed to the Framework Agreement will be required to provide evidence of the relevant licences/certificates/accreditations as a condition precedent to appointment to the Framework Agreement.

Architect (and Lead Consultant) — Membership of the Royal Institute of British Architects (or equivalent).

Mechanical and Electrical Engineer — Membership of the Institution of Mechanical Engineers and Institution of Electrical Engineers or Institution of Electrical Engineering (or equivalent).

Civil and Structural Engineer — Membership of the Institution of Structural Engineers (or equivalent).

Quantity Surveyor — Membership of the Royal Institution of Chartered Surveyors (or equivalent).

Requests to participate must be made by completion and return of the PQQ by the date and time specific in section IV.2.2 and in accordance with the instructions set out in the Memorandum of Information and PQQ. PQQ Submissions submitted after the deadline may not be considered. Please note that there are separate PQQs for each Lot. Choice requires the submission of a separate PQQ in relation to each Lot applied for.

Choice shall not be responsible for any costs, charges or expenses, irrespective of the outcome of the competition, or if the competition is cancelled or postponed.

All dates and time periods specified in this notice are provision only and Choice reserves the right to change these.

Choice reserves the right to cancel this procurement at any stage.

Should Choice decide to enter into a Framework Agreement with a Design Team, this does not mean that there is any guarantee of subsequent contracts being awarded. Any expenditure, work or effort undertaken prior to the award of Call-Off Contracts under the Framework Agreement is accordingly a matter solely for the commercial judgment of the Design Team.

All discussion and correspondence shall be deemed strictly subject to contract until the Framework Agreement is entered into. The Framework Agreement shall not be binding until it has been signed and dated by duly authorised representatives of both Choice and the relevant Design Team.

The values provided at section II.1.5 and at section II.2.6 for each Lot are estimates only.
