Competitive Land Design and Build Contract — Belfast South West
Choice Housing Ireland Limited (Choice) is diversifying and investing in other tenures of residential accommodation and in particular, further investment in non-social rented stock and affordable build for sale housing. Maple and May is the name of the new property company, which is a wholly owned subsidiary of Choice. Its focus is on the delivery of residential accommodation for the private sector.
Maple and May is seeking to identify (a) Bidder(s) that have all of the right skills and are considered most capable of working in partnership, to identify the optimal solution and of delivering it as efficiently and safely as possible.
This tender process relates to the provision of residential accommodation in South West Belfast for Maple and May.
Belfast — in particular South West Belfast — please refer to map provided with package.
Maple and May wishes to secure a maximum of 40 units of residential accommodation on sites within the area identified in the map included in documentation. Maple and May is willing to consider multiple offers for this requirement and may enter into a number of Contracts with successful Bidders to secure its requirements or enter into a single Contract with a successful Bidder for provision of all 40 units.
Bidders wishing to participate in this opportunity must provide the Site and design, construct and ensure completion of the scheme for Maple and May in accordance with Maple and May’s requirements and statutory body requirements.
All Bidders that satisfy the criteria for the selection of Bidders set out in the Response Document will be short-listed and issued with the Invitation to Tender.
The maximum period that the short-list will be maintained is 12 months from the Return Deadline. When the procurement process is re-commenced, Maple and May may seek confirmation that the shortlisted Bidders still meet the required minimum standards.

The cost of responding to the Request for Proposal documents (RFP/PQQ) and any subsequent tender information and/or participation exercise in the procurement process generally will be borne solely by the economic operator participating. A Request for Proposal Package (RFP) is available in respect of the project referred to in Section I) above. Economic operators should note that the Contracting Authority reserves the right to cancel this procurement process at any stage. Any expenditure, work or effort undertaken prior to the contract award is at the sole risk of the economic operator participating in this procurement process. All discussions and correspondence will be deemed strictly “Subject to Contract” until a formal contract is entered into. The formal contract shall not be binding until it has been signed and dated by the duly authorised representatives of the parties. Any date given in Section IV) above is a best estimate at the time of dispatch. The Contracting Authority reserves the right to extend any such date. Neither the publication of this Notice nor the employment of any particular terminology or any other indication shall be taken to mean that the Contracting Authority intends to hold itself bound by Directive 2014/24/EU of the European Parliament and of the Council (as Amended) as implemented by the Public Contracts Regulations 2015.
